You will serve as a SUPERVISORY INSTRUCTIONAL SYSTEMS SPECIALIST of NAVYMPWANALYSISCTR.

Duties

You will plan and oversee the design, development, validation, and implementation of training policy and curricula, training needs assessments, instructional technology, and Manpower Requirements Determination (MRD) inspection processes. You will evaluate and recommend courses of actions to minimize the impact of technological changes to command sponsored programs, You will serve as a consultant, problem-solver, analyst, and advisor to leadership on educational, human performance, training implementation, and inspection related issues. You will analyze and validate the effectiveness of new and innovative training techniques used in formal and or informal group settings and independent study situations.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Executing curriculum design and training program in accordance with policies, standards, training instructions and internal control inspection program; 2) Developing briefing and reports on training to submit to leadership; 3) Developing corrective action to improve the effectiveness of training programs; and 4) Developing budget to meet training objectives of organization. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess a 4 year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position. Course work should include study in at least four of the five following areas: 1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. 2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. 3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. 4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. 5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
