This position is located in the Department of Homeland Security, Office of the Chief Security Officer, Washington, District of Columbia.

Duties

The primary purpose of this position is to serve as the Chief of Staff for the Office of the Chief Security Officer (OCSO). The incumbent serves as the OCSO representative to boards, committees and working groups convened for the purpose of creating OCSO and national security policy. Duties performed: Chairs inter-agency working groups assembled for the creation of broad-based, interagency security guidance relative to events affecting homeland security; Serves as a senior-level expert and advisor on complex administrative, labor and employee relations, and logistical matters. Formulates and initiates changes to policies and procedures that affect the work of others and major aspects of the program. Plans work to be completed by subordinates, sets and adjust short-term priorities, and sets target dates for work completion. Coordinates, directs, and oversee subordinates and exercises significant responsibility in advising management officials. Maintains an awareness of external factors that affect the organization and ensures goals are met through well-coordinated strategic resource planning, monitoring, and execution that minimizes costs and maximizes program efficiency and effectiveness. Identifying operational research needs and methods and writing reports or other working documents that provide authoritative guidance on complex program issues.

Specialized Experience: GS-15: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Utilizing analytical and evaluative methods to assess program development and effectiveness and to develop corrective measures; Identifying policy issues or problems requiring the attention of senior leaders; Serving as a principal advisor and authority on administrative policies and procedures.; AND Writing communications and other materials for management that are aligned with agency positions and protocols. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). All qualification requirements must be met by the closing date of this announcement. Qualification claims will be subject to verification. NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
