You will serve as a COMMUNITY PLANNER, NATURAL RESOURCE SPECIALIST, or PHYSICAL SCIENTIST in the Environmental Business Line, Environmental Planning and Conservation Branch, National Environmental Policy Act (NEPA)Section of NAVFAC NORTHWEST.
This is an interdisciplinary position and will be filled as a Community Planner (0020), Natural Resource Specialist (0401), or Physical Scientist (1301).
Salary Range:
GS-11: $81,242-$105,612
GS-12: $97,376 to $126,585
Duties
You will interact with various stakeholders, including, other federal, state, and local government officials, non-government organizations, Tribal nations, and the public in various venues in support of NEPA projects.
You will prepare special environmental documents (CATEXs, EAs/OEAs, and EISs/OEISs) to assess the environmental impact of military operations, programs, exercises, etc.
You will provide environmental planning consultation services to supported activities regarding National Environmental Policy Act (NEPA) and environmental compliance.
You will serve as the Technical Representative on A/E contracts to ensure preparation of technically adequate, timely, and cost-effective products.
You will oversee intergovernmental coordination of environmental planning efforts to ensure approval by regulatory agencies.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
For the GS-12 Grade Level: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing and/or reviewing National Environmental Policy Act (NEPA) documentation including Categorical Exclusions Environmental Assessments (EA) and/or Environmental Impact Statements (EIS); 2) Leading interdisciplinary project teams and maintaining project schedules; and 3) Providing environmental compliance recommendations and guidance to higher authority, customers, and/or regulatory agencies. Note: Resume must fully demonstrate experience.
For the GS-11 Grade Level: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing or supporting preparation of environmental planning documents and assessing environmental impacts to natural and cultural resources; 2) Providing environmental planning consultation services, professional guidance, and general assistance to an organization regarding the National Environmental Policy Act (NEPA) and environmental compliance; and 3) Managing, guiding, reviewing, and/or evaluating environmental work of team members or contractors.

Education
~Applicants for the Community Planning (0020 series) must meet the following basic requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.
OR
Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
~Applicants for the Natural Resources (0401 series) must meet the following basic requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
~Applicants for the Physical Science (1301 series) must meet the following basic requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
