THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This position is for a Production Controller (Fleet Management), Position Description Number D2421000 located in the 165th Logistics Readiness Squadron, located in Garden City, Georgia. This is a full-time, Excepted Permanent, dual status position which requires Georgia Air National Guard Membership. Area of Consideration: Open to current members of the Georgia Air National Guard.

Duties

As a Production Controller (Fleet Management), GS-1152-09, you will: Serve as the program manager for the fleet custodial account, vehicle authorization and utilization programs. Prepare and defend base level submission for central appropriated fund procurement of motor vehicles and other budgetary accounts. Determine, coordinate, and ensure effective fleet utilization; conduct and coordinate vehicle validations, establish and maintain Mission Essential Levels, priority vehicle recall listings, and conduct vehicle rotations. Manage, coordinate, and communicate fleet support, status, and utilization issues with unit commanders, National Guard Bureau, and DoD enterprise wide fleet managers. Review and coordinate on statements of work and performance requirements documents requiring government vehicles. Evaluate vehicular equipment for inclusion in Defense Property Accountability System. Performs fleet management and operations analysis, manage the vehicle control program. Screen equipment requirements and obtain authorizations for vehicles and equipment to meet the unit's mission. Determine required maintenance; prepare and manage record to reflect changes in status of vehicles and equipment. Maintain the General Services Administration vehicle lease program supporting the unit mission; accounts for vehicles, arranges with contract vendors in the local area for maintenance, services and warranty work; notify GSA Regional Fleet Manager of status and maintenance actions; provide program oversight, reports damage and ensure budgetary funds are programed and available. Determine, coordinate and ensure timely development of weekly, monthly, and yearly operational and maintenance plans for assigned general and special purpose vehicles and a variety of equipment. Project parts, contract services, funds, and personnel required. Assign work priorities and schedule vehicles and equipment for repair, inspections, and preventative maintenance based on consideration of shop capability and the requirements of the unit. Schedule and conduct maintenance planning meetings to refine and incorporate unscheduled maintenance requirements. Manage production workload and MEL requirements to ensure that minimum fleet levels are maintained and makes necessary adjustments to the production schedule. Manage, formulate and perform analytical data reviews on a wide range of production indicators to assist in improving productivity or in determining causes of production delays. Serve as the primary vehicle account custodian, ensuring accuracy within the Defense Property Accountability System and other automated processing systems. Collect, consolidate, perform analysis and reconcile variances to ensure data integrity within associated programs. Incumbent coordinates between other ANG units, the National Guard Bureau, Department of Defense agencies, and the Government Supply Agency to ensure accurate accountability for vehicle receipt or transfers. Collect, manage, and document man-hour utilization data, warranty tracking data, and parts procurement data to ensure FMIS accurately reflects sustainment cost and vehicle replacement eligibility. Perform Materiel Control functions. Manage delayed parts, bench stock and working stock; Initiate, monitors and follow up on part requests. Check, verify and revalidate all parts requirements. Track Non-Mission Capable Status reportable vehicles by the mission capability reporting system. Coordinate all repair cycle asset matters; set up, inventory, reconciliation and management of supply points; turn in of serviceable and unserviceable assets, management of Due In From Maintenance assets. Manage Time Compliance Technical Orders program. Take action to order and follow up on needed parts kits for each TCTO. Plan and schedule TCTO accomplishments within requirements. Manage vehicle Service Bulletin and Quality Deficiency Reporting program in compliance with United States Air Force, Air National Guard, and local directives. Manage and audit cost data to ensure all materials are validated and properly charged. Coordinate load testing and repair of load bearing equipment (i.e.; cranes, deicers, and bucket trucks); obtain copies of load test certification, maintain official files of the status of equipment, and ensure budgetary funds are available for such tests. Manage the vehicle and equipment warranty and contract vehicle maintenance program, to include scheduling repairs with local warranty providers. Serve as a Quality Assurance Evaluator. Participate as OJT Instructor in the Vehicle Management area. Conduct instructional classes on methods and procedures of operation and fleet management. Evaluate effectiveness of instruction, documents and maintains individual /section training and qualification records. Performs other duties as assigned.

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

Qualifications

Specialized Experience: Candidate must possess 36 months specialized experience, education or training in computations of cost data on labor and materials, buying materials or reviewing data with respect to man-hours, machine time materials consumed, etc. Experience with current automation support programs to input data, provide status of equipment, and monitor job order status, monitor work priorities, requisition repair parts, track repair parts status, etc. Experience in supervising subordinate personnel, establishing work priorities, overseeing work in progress.

Education

Substitution of Education for Specialized Experience: A maximum of 12 months of the required experience may be substituted by successful completion of undergraduate study in an accredited college or university at the rate of 30 semester hours for 12 months of experience. The education must have been in fields directly related to Production Control.
