THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This position is for a Supervisory Production Controller (Aircraft), Position Description Number D2504000 located in the 165th Maintenance Group, located in Garden City, Georgia. This is a full-time, Excepted Permanent, dual status position which requires Georgia Air National Guard Membership. Area of Consideration: Open to current members of the Georgia Air National Guard.

Duties

As a Supervisory Production Controller (Aircraft), GS-1152-11, you will: Develop, interpret, and provide program guidance to the Wing regarding maintenance policies, procedures, budget, training criteria, and manpower/personnel. Interpret command aircraft assignment configuration and reporting policy and inform appropriate Wing personnel of requirements and provide sufficient follow-up to ensure compliance. Create functional checklists, guides, and other evaluation tools for use in determining the proficiency of maintenance operations personnel in accomplishing related maintenance tasks. Develop, recommend, and review new or supplemental draft maintenance procedures and instructions applicable to aircraft maintenance missions. Manage the maintenance training program and implement policies to ensure maintenance personnel are properly trained to fulfill mission requirements. Evaluate the overall structure of maintenance organizations, identifying program deficiencies and areas for improvement. Prepare and present summaries/briefings on maintenance. Review and coordinate maintenance personnel and position change requests. Provide oversight to the budget process, including planning, programming, budgeting, allocation, and funds execution. Develop recommendations for budgetary actions for specific functions while also evaluating trends and operating costs used to project future commitments and obligations. Prepare and justify unfunded and un-programmed requirements through the Maintenance Group Commander, and serve as the Billing Official for obligations and expenditures against the Flying and Non-flying funds account to ensure appropriate charges do not exceed the annual allocation from NGB. Oversee Wing Refueling Document Control Officer (WRDCO) program work with NGB/A4 staff on all issues concerning flying hour funding. Implement and maintain an effective system of financial management controls for the Maintenance Group. Ensure accurate accountability for federal funds and provide full disclosure of financial actions in compliance with statutory requirements, regulations, directives, and procedures, national and local policies. Lead aircraft maintenance support for operational, exercise, or contingency operations. Interprets operational, exercise, and contingency requirements and implement actions to assist Wing execution. Review assigned plan to extract command taskings and assess maintenance capability in assigned areas to support plans. Conduct final review of Unit Type Code (UTC) tasking updates prior to formal submission. Validate work products related to deployment/redeployment processes to ensures a smooth and orderly flow of deployment personnel. May be required to manage and operate the Unit Deployment Control Center (UDCC) during exercise or contingencies. Evaluate lead and control the Group and subordinate unit training program to ensure combat readiness for unit members and track progress via automated training records system and other tools. Coordinate actions with UTMs, supervisors, and higher headquarters training functions at the Wing, NAF, and MAJCOM level, as appropriate. Advise the Group Commander on the execution of unit training and advise UTMs, supervisors or managers within units when actions may affect productivity or mission. Direct aircraft maintenance analysis activity for the Maintenance Group. Review and interpret aircraft maintenance analysis information to implement programs that positively affect the future health of the aircraft fleet. Ensure aircraft status is properly reported per technical guidance. Oversee unit-level management of aircraft Maintenance Information Systems (MIS) to document and track weapon system maintenance. Compare aircraft maintenance analysis information to National Guard and Major Command standards and identify trends that could adversely impact unit readiness. Review and analyze daily aircraft statistics and assists senior leaders to develop and implement programs to ensure the unit meets mission requirements. Maintain awareness of mission changes that will impact maintenance programs and processes. Represent the Maintenance Operations branch, participating in discussions, meetings, and/or serving on panels or committees concerning maintenance policies and procedures. Establish, develop, and maintain effective working relationships within the wing, local organizations, other units, NGB and Major Commands. Plan and schedule work in a manner that promotes a smooth flow and even distribution. Coordinate plan and schedule with other organization managers and customers as appropriate. Identify need for changes in priorities and takes action to implement such changes. Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules. Perform other duties as assigned.

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

Qualifications

Specialized Experience: Candidate must possess 36 months specialized experience, education or training in computations of cost data on labor and materials, buying materials or reviewing data with respect to man-hours, machine time materials consumed, etc. Experience with current automation support programs to input data, provide status of equipment, and monitor job order status, monitor work priorities, requisition repair parts, track repair parts status, etc. Experience in supervising subordinate personnel, establishing work priorities, overseeing work in progress.

Education

Substitution of Education for Specialized Experience: A maximum of 12 months of the required experience may be substituted by successful completion of undergraduate study in an accredited college or university at the rate of 30 semester hours for 12 months of experience. The education must have been in fields directly related to Production Control.
