Duties

You will serve as a PHYSCAL SCIENTIST (POSITIONING, NAVIGATION, AND TIMING) in the OFFICE OF THE SCIENTIFIC DIRECTOR, U.S. NAVAL OBSERVATORY, U.S. FLEET FORCES COMMAND, WASHINGTON, D.C. You will serve as the PNT Program Manager of USNO PTTI, CRF and Earth Orientation (EO) programs. You will define, establish, and track evolving DoD Precise Time and Astronomy (PTA) requirements and leads the development of PTA policy You will facilitate the development of requirements and dissemination of USNO products. You will manage multiple contracting actions of various types that support mission specific technical service requirements. You will assign, supervise and approve work efforts within the department.

  • You will be required to obtain and maintain an interim and/or final TOP SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Basic Education Requirements: Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. or Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. Experience: GS-15: In addition to the basic education requirement, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector: Experience managing complex technical programs and apply acquisition methods to programmatic issues. Experience coordinating requirements and prioritize budgetary and manpower resources in line with the command priorities set by the Superintendent and Scientific Director Experience directing mission programs, projects, initiatives and align the organization's requirements, acquisition and execution strategy with its business strategy. Experience planning and leading efforts to address issues in state-of-the-art concepts and establishing new concepts and approaches. GS-14: In addition to the basic education requirement, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector: Experience developing new programs or methods to solve problems that have previously resisted any solution. Experience with state-of-the-art technology and advanced scientific concepts, and how to apply them to meet operational needs. Experience setting DoD-Wide policy for PNT, establishing requirements, and setting standards for interoperability.
