The VHA Security Officer responsible for managing and developing of all administrative/criminal investigative activities involving the VHA programs and operations for the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), located at the VA Central Office with the Office of Senior Security Officer (VHA SSO) in Washington, DC.

Duties

Duties include but are not limited to: Assists in ensuring compliance with law enforcement policies designed to ensure the preservation of the public peace, the protection of life and property, the prevention of crime, the arrest and prosecution of violators of the law, and the proper enforcement of all laws, regulations, directives, and administrative issuances related to the VHA, and law enforcement services provided to VBA and NCA. Performs difficult and complex administrative and criminal investigations , kickbacks sex assault, and intimidation of mismanagement, conflict of interest, and/or unethical behavior and assists in special studies and cases involving misconduct of VA Police staff. Coordinates investigative and prosecutorial activities with federal, state, and local agencies as necessary. Writes and/or approves detailed reports of findings to be used in criminal, administrative, or civil proceedings. Testifies to investigative findings, as necessary, and assists authorities in the development and execution of judicial and/or administrative plans. Employs all of the agency's authorities and capabilities in support of criminal corruption, misconduct, counterterrorism, and counter-intelligence investigations/programs directly affecting national security and agency integrity. Performs independently in regular examinations or studies of programs and staff performance to identify and report operating conditions and Police misconduct that has actual or potential adverse effects upon VA objectives and reputation; reflect inadequate standards of Police Service employee behavior, integrity, and adequacy; indicate lack of compliance with policies and regulations; and/or involve lapses or abuses of authority. Prepares reports based on analysis and evaluation of evidence. These reports contain statements, facts, evidentiary documents, and records developed during the investigation: the position makes recommendations for appropriate action and prepares cases for prosecution. Assures that each investigative file is properly secured and maintained on a current basis, so all pertinent information is readily available upon receipt of inquiries from appropriate officials. Serving as the case agent for interagency investigations; may represent interagency anti-corruption and anti-terrorism task forces and may lead teams of other Special Agents and law enforcement officers in specific investigations/operations. Exercises supervisory authority and responsibilities involving work assignments and review as well as the administrative and personnel management functions relative to the staff supervised. Performs the following supervisory functions on a recurring basis: assigns and reviews work; assures that quality standards are met; approves leave; adjust work procedures; improves work methods; plans the work issues; assigns work to subordinates based on priorities, level of difficulty of the work, and capabilities or expertise of the staff; evaluates the work performance of subordinates; gives advice and counsel to subordinate employees on both work and administrative issues; approves funding for promotions, within-grade increases, overtime/compensatory time and subordinate travel; recommends awards or bonuses for employees or changes in position classification, subject to approval of higher-level official or supervisor; recommends reassignments and appointments, hears and resolves complaints; effects disciplinary measures as appropriate to the authority delegated in this area, such as counseling and/or admonishments and proposes reprimands , suspensions, and terminations; identifies and arranges for the developmental and training needs of subordinates; plans for long-range staffing needs and makes selections for subordinate positions; develops performance plans; and finds ways to improve production and increase the quality of decisions. Serves as the VHA's lead for the development of law enforcement and security policy. Ensures bi-annual reviews of all law enforcement and security directives and manuals to ensure the information contained therein is accurate and up to date. Conducts assessments of policy compliance to identify program weaknesses and areas requiring improvements and recommends changes to the Security Officer. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/11/2024. Individual Occupational Requirements: Medical Requirements The duties of positions in this series require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself, or others is disqualifying. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performs administrative and criminal investigations (vary from extortion (GLA), kickbacks (EKHCS) sex assault, and intimidation (CWM)) of mismanagement, conflict of interest, and/or unethical behavior and assists in special studies and cases involving misconduct of VA Police staff. Assist in efforts to identify and prioritize individuals involved in federal criminal offenses. Coordinate and conduct surveillance operations to monitor the activities of suspects and gather evidence for potential prosecution. Performs regular examinations or studies of programs and staff performance to identify and report operating conditions and Police misconduct that has actual or potential adverse effects upon VA objectives and reputation; reflect inadequate standards of Police Service employee behavior, integrity, and adequacy; indicate lack of compliance with policies and regulations; and/or involve lapses or abuses of authority. Provides administrative and technical supervision necessary for accomplishing the work of the unit. Assures that subordinates are trained and fully comply with the provisions of the of the safety regulations. Driver's License Requirement: Applicants must possess a valid, unrestricted State driver's license, have a safe driving record, and demonstrate that he or she is medically qualified to operate the appropriate motor vehicle safely. Applicants are required to pass agency Government Vehicle Drivers physical examination. Firearm Requirement: Required to carry agency-approved firearms while on duty on VA property and must achieve and maintain qualification/certification with the agency-approved firearms as condition of gaining and continuing employment as a Police Officer. Applicants must be able to possess firearms under the terms of the Gun Control Act of 1968, as amended (18 U.S.C. 922(g)(9). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Preferred Experience: Possess the knowledge to performs difficult and complex administrative investigations of mismanagement, conflict of interest, and/or unethical behavior and assists in special studies and cases involving misconduct of VA Police staff. Participates in and leads surveys and analyses to identify critical and vulnerable facilities or sites and evaluates market research. Knowledge of a wide range of law enforcement and security concepts, principles, and practices to provide authoritative guidance. Extensive knowledge to guide the Network Director, Directors, and Police Chiefs across the enterprise, in all matters of complex problems as they relate to the Medical Centers and other VA installations. Providing guidance, perspective, and insight, the incumbent is required to utilize a comprehensive knowledge of multiple and complex policy requirements and concepts and a highly functional understanding of Federal, state, and local laws, VA policies, directives, and procedures to resolve matters of conflict among law enforcement officials, physical security requirements, and the Medical Center's overall mission. Physical Requirements: May be required to exert considerable and strenuous physical effort when performing pre-assessments and other work and may be called upon to defend themselves and members of staff, patients, or the public against physical attack, and assist with rescue operations and disaster relief. The incumbent carries firearms and other agency weapons while performing work.
