Duties

WHAT IS THE WAGE AND INVESTMENTDIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: WAGE AND INVESTMENT CUSTOMER ASSISTANCE, RELATIONSHIP AND EDUCATION FIELD ASSISTANCE - AREA 4 The following are the duties of this position at the full working level. Identifies potential and actual problems and probable causes. Researches a variety of issues, gathers pertinent statistics or information, reports findings to higher level employee, and may recommend corrective action for aspects of a program or function. Monitors, reviews, and evaluates operations and interrelationships with other functions regarding workflow, work redundancy, or systemic problems and report findings to higher level employee(s). Verifies completeness and accuracy of controls to ensure compliance with established procedures and formats. Revises procedures, controls, etc., as instructed by analyst(s) or comparable positions. Drafts memoranda, preliminary reports, and charts showing findings or recommendations. Assists management with labor-management issues and grievances through the preparation of reports or responses, frequently having advance knowledge of decisions rendered and actions proposed that may result in personnel actions. Uses word processing, database, and spreadsheet software to prepare documents and to enter, revise, manipulate, sort, calculate, store and retrieve data. A qualified typist is required. Provides secretarial support to the office that includes: Establishing and maintaining the general administrative and confidential files of all sensitive material for the manager relative to employees' files and personnel actions and labor-management relations issues and grievance files. Setting up and maintaining automated and manual filing systems. Preparing requisitions and training requests. Scheduling meetings and conferences. Arranging travel. Preparing a variety of correspondence and reports using word processing software. Controlling and following-up on all incoming correspondence and action documents. Performs other duties as assigned. This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE GS-6: You must have at least one year (12 months) of specialized experience equivalent to the GS-5 level in the Federal Service. Specialized experience is experience that is in or related to this position and provided you with the competencies to perform successfully the duties of this position. Examples of qualifying experience may have been gained by performing clerical and technical work in support of management and/or program analysis functions which may have included identifying potential and actual problems and/or probable causes; researching specific issues; gathering pertinent statistics or information; monitoring, reviewing, or evaluating operations and interrelationships with other functions in regard to workflow, work redundancy, or systemic problems; revising procedures, controls, etc; and preparing memoranda, preliminary reports, and charts showing recommendations or findings. SPECIALIZED EXPERIENCE GS-7: You must have at least one year (12 months) of specialized experience equivalent to the GS-6 level in the Federal Service. Specialized experience is experience that is in or related to this position and provided you with the competencies to perform successfully the duties of this position. Examples of qualifying experience may have been gained by performing technical work in support of management and/or program analysis functions which may have included identifying potential and actual problems and probable causes; researching specific issues; gathering pertinent statistics or information, reporting findings and recommending corrective action for the full scope of a program or function; monitoring, reviewing, and evaluating operations and interrelationships with other functions regarding workflow, work redundancy, or systemic problems; and utilizing database or spreadsheet software to enter, revise, manipulate, sort, calculate, store and retrieve data for use by others. This list is not inclusive. AND You must meet the following special requirements: Candidates must meet the typing proficiency and office automation skills, as well as the experience and/or education required for this position. Applicants must be a qualified typist with a minimum typing speed of 40 words per minute (based on a 5-minute sample with three or fewer errors). Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for three years. We may verify proficiency skills of self-certified applicants by administering the appropriate performance test. Education

For positions with an education requirement, or if you are qualifying for this position by substituting education or training for experience, submit a copy of your transcripts or equivalent. An official transcript will be required if you are selected.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
