THIS IS A NORTH DAKOTA NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This ND National Guard position is for a IT CYBERSECURITY SPECIALIST (INFOSEC), Position Description Number D2523000 and is part of the ND G6, National Guard.
Duties
This is a trainee position located in a National Guard JFHQ-State organization under the office of the Chief Information Officer(G6). Performs the basic duties and has the basic responsibilities as described in the GS-2210-11 position description; however, detailed assistance, guidance, and support from the supervisors and co-workers are provided, as required.
Ensures that all elements are in compliance with guidance concerning accreditation of automated information systems, risk management, control of computer viruses, and other similar issues.
Reviews Army Training and Certification Tracking System, approves new user accounts, and conducts ongoing audits to ensure all privileged and user accounts comply with Army Standards.
Conducts investigation of security incidents, reports findings to leadership and remediates findings based on guidance from the cybersecurity service provider and IAW with all command, Army, and DOD security directives, policies and procedures to include: computer viruses and sanitation of highly classified information from organization.
Maintains an operational knowledge base of past, current and possible future threats to the security posture by attending courses, conferences, seminars, online research, and information sharing between other Cybersecurity/Information Assurance professionals. Must anticipate the effects of new emerging technology and develop policies to control it to prevent security violations. Makes recommendations regarding policies and/or procedures to prevent or react to security concerns.

- This is an excepted service position that requires membership in a compatible military assignment in the ND National Guard, required prior to the effective date of placement.

- Applicants who are not currently a member of the ND National Guard must be eligible for immediate membership and employment in the ND National Guard in the military grade listed in this announcement.

- Participation in direct deposition is mandatory.
- You must be able to obtain and maintain a secret security clearance.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
- Selectee must meet position requirements for certification at Level II in Information Assurance Technician (IAT-II). Certification requirements may be found in DoD 8570.01-M Information Assurance Workforce Improvement Program.
- All certifications are required within 6 months of employment.
- Position is designated as PR-VAM-001 within the Defense Cybersecurity Workforce as guided by NIST SP 800-181; National Initiative for Cybersecurity Education, Cybersecurity Workforce Framework.

QUALITY OF EXPERIENCE
Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. GENERAL EXPERIENCE: Applicant must possess the experience, education, and/or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.
SPECIALIZED EXPERIENCE: Applicant must possess the required one year of specialized experience at the GS-7 grade level or civilian equivalent to include: 1) Experience in scheduling the use of computer time for program processing; 2) Experience collecting and sequentially staging input media with associated program instructions for processing; 3) Experience in at least one programming language. Translating detailed logical steps developed by others into language codes that computers accept where this required understanding of procedures and limitations appropriate to use of a programming language; 4) Experience interviewing subject-matter personnel to get facts regarding work processes and synthesizing the resulting data into charts showing information flow; and 5) Experience planning the sequence of actions necessary to accomplish the assignment.

2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree.

Substitution of Education for Specialized Experience
Education: All academic degrees and coursework must be from accredited or pre-accredited institutions.
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
