THIS IS A ND NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. Military membership is NOT required. This ND National Guard position is for aSUPERVISORY IT CYBERSECURITY SPECIALIST (INFOSEC), Position Description Number T5710300 and is part of the ND G6, National Guard.

Duties

Serves as the Network Enclave Information Systems Security Manager (ISSM) responsible for managing a total infrastructure protection environment; system security certification and accreditation requirements and processes; as well as Federal information systems protocols. Serves as the principle advisor to the CIO and the respective staff on the latest industry and technological projections as they pertain to Cyber Security/Information Security for the network enclave infrastructure. Provides executive leadership, guidance, and direction to ensure acquisition, development, and retention of a professional, highly capable workforce to accomplish assigned missions. Establishes performance standards and evaluates employee performance. ISSM responsibilities include (taken from DoDI 8500.01 and 8510.01) Support implementation of the RMF. Monitor compliance with cybersecurity policy, as appropriate, and review the results of such monitoring. Act as the primary cybersecurity technical advisor to the AO for DoD IS and PIT systems under their purview. Collaborates with other supervisors and managers within the directorate to negotiate, decide on, or coordinate work-related changes affecting their operations.

• This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
• Must obtain and maintain a TOP SECRET clearance level.
• Incumbent must complete appropriate training and obtain required certifications IAW DoDI 8140, DOD 8570.01M or applicable governing document(s) for Cyber workforce as an IA Manager Level 3.
• All certifications are required within 6 months of employment.
• Position is designated as OM-ADM-001 within the Defense Cybersecurity Workforce as guided by NIST SP 800-181, National Initiative for Cybersecurity Education, Cybersecurity Workforce Framework.
• Position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. Designation will not exceed 14 calendar days unless approved by TAG.

SPECIALIZED EXPERIENCE: Applicant must possess at least 1 year of specialized experience at the next lower grade (GS-12), or civilian equivalent which includes 1) experience coordinating and implementing cybersecurity practices to assigned systems or portfolios; 2 ) skill in applying operating systems software principles and methods; 3) 4) Troubleshooting procedures sufficient to install, configure, test, and implement vendor supplied modifications to existing systems software; and 5) Experience managing the function of the work to be performed, which includes leading, directing, and assigning work of personnel. Part-time or unpaid experience: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.
