This position is located in the Program Financial Services Unit, Sectors Operations Division within Department of Compact Operations (DCO), Millennium Challenge Corporation (MCC). Although the position is advertised equivalent to GS-12/13, MCC uses a pay banded system to compensate employees. This position is pay band 4B/4A which is generally equal to GS-12/13.

Duties

Researches and analyzes procedural issues affiliated with development of financial management and procurement policy. Works with Program Financial Services staff, procurement staff, resident country missions and multidisciplinary country-focused teams. Assists in coordinating financial management and procurement policy activities within the office. Provides logistical, research, and analytical support to multidisciplinary country-focused teams. Undertakes research on assigned development issues in accordance with instructions. Identifies potential problems and risks associated with financial management and issues of internal control and proposes potential solutions. Performs a variety of assignments associated with the design, development, implementation, monitoring and evaluation of international development projects. Acts as a resource for MCC staff on financial policies and provides guidance on the applicability of these policies to specific situations in the international context. Assists in the formulation of budgets for consultants, drafting scopes of work, issuance of technical directives, and review and acceptance of consultant deliverables. Reviews MCA financial reporting to ensure accuracy and compliance with MCC guidance. With supervision, may be required to coordinate responses to country counterparts on required adjustments or corrective action to reporting or similar documents provided for MCC review. Makes initial determination for the processing of information requests and outside inquiries, and prepares written or verbal information based on the nature of the request and agency practices. Develops written materials to transmit information concerning the nature and purpose of the program. Participates in public meetings to provide financial data and information. Prepares and assemble charts, data, reports, and narrative and statistical materials provided for on-going organizational planning. Chooses from a range of software applications, (e.g., word processing, graphics, spreadsheet, and project management), to perform a broad range of duties. Produces a variety of reports, tracks suspense actions, produces charts, creates specialized databases, or prepares presentation materials from a project management software program. Performs related duties as assigned.

Qualifications

To qualify for pay band 4B applicants must meet the following: Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 4C (GS-11) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as: assisting with operational duties to support the development or implementation of international assistance programs; monitoring and maintaining statistical reports, project results and providing oral or written reports on project activities; reviewing and tracking program funding and spending data and developing cost information reflecting program trends; and searching databases to obtain information and responding to inquiries on program/project activities. Note: This experience must be documented in your resume. To qualify for pay band 4A applicants must meet the following: Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 4B (GS-12) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as: providing operational support and technical advice to the development and implementation of international assistance programs in a developing country; developing, monitoring and maintaining statistical reports, project results and providing oral and written reports on project activities; reviewing and tracking program funding and spending data and developing cost information reflecting program trends; and searching databases to obtain information and responding to inquiries on program/project activities. Note: This experience must be documented in your resume. Highly Desirable: Ability to communicate in French or Spanish, orally and in writing. (Please include language and level of proficiency in your resume). Time-in-grade requirements apply. You must have one year of Federal service equivalent to or GS- 11 to be eligible for pay band MC- 4B. You must have one year of Federal service equivalent to or GS- 12 to be eligible for pay band MC- 4A.
