Duties
Leads three or more workers to accomplish trades and labor work. Passes instructions on to other workers. Ensures that needed tools and materials are available. Sees that all workers have enough work.
Examines, identifies and verifies a variety of materials, complete equipment items, technical components, parts, and commodities.
Receives, checks, verifies, sorts and classifies materials and equipment by stock number, size, classification and condition.
Uses technical manuals to identify and verify materials.
Determines the correct condition code, classification, reparability or non-reparability of items and estimates economic feasibility or cost of repair.
Initiates records to document receiving and processing discrepancies and material defects found during phases of examination.
May operate forklifts with a capacity of lifting loads weighing up to 15,000 lbs and related materials handling equipment to deliver, relocate, up-load, and move materials and equipment.
Checks work in progress and completed work for compliance. Answers workers questions regarding procedures, policies, written instructions and directions. Provides information to supervisor on status and progress of work.

Qualifications
Applicants will be rated in accordance with the Office of Personnel Management Qualification Standard for Trades and Labor Occupations. Although a specific length of time and experience is not required, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties at the level for which you are applying. Emphasis is placed on how you gained the quality of experience, not necessarily the length of time, and the required ability or potential to perform the job. Applicants who do not meet the screen-out element (SOE) will be eliminated from further competition.
Ability to Lead (SOE): Instructs other workers on less complex work methods; refers to manuals as a means in answering questions related to the packer duties and responsibilities; adheres to all safety standards.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
PHYSICAL EFFORT: Performs moderate to heavy lifting when moving material by hand or hand-trick. They may lift or carry items that weigh up to 40 pounds. The heavier items are moved with weight handling equipment or with assistance from other workers. Performs work on hard surfaces, over rough terrain and on forklifts. Assignments require prolonged working in tiring and uncomfortable positions, standing, walking, bending, stooping and pushing and pulling material.
WORKING CONDITIONS: Work is performed inside warehouses that may be hot, cold, damp and drafty and in outside areas, i.e., dock areas, scrap yards, or other areas exposed to varying weather conditions. Is exposed to physical hazards normally associated with scrap yard, open storage, and warehouse operations including various kinds of material handling equipment and hand and power tools. Wears safety equipment as required. Incumbent must exercise precautions to avoid injury to/from carelessness of others in operation of fork lifts and other equipment in the work area.
