Duties

If selected at the GS-13 level, the below responsibilities will be performed in a developmental capacity. Serves as the agency policy advisor and principal expert for one or more of the HR functional areas, including employment and compensation, talent management, classification, leave administration, awards/recognition, and/or work-life programs. Strategically anticipates regulatory changes, program challenges, identifies applicable program, policy, and procedural areas of concern and develops solutions to best support the Agency's strategic planning efforts. Leads program evaluation within the human capital framework, providing guidance, oversight to matrix teams. As a technical expert, provides staff level advice to both management and operating HR offices in the development of solutions to especially complex problems. Interprets and clarifies HR policies, standards, and procedures. Produces knowledge articles, fact sheets, and policy advisories within assigned program areas. Evaluates the content of new or modified OPM and DoD guidance material, determines impact upon Agency programs and resources, and recommends changes, expansion, or revisions. Represents DLA Human Resources (J1) at senior leadership level meetings and working groups, ensuring that policy and decisions are consistent with DoD/DLA strategic initiatives.

Qualifications

To qualify for a Human Resources Specialist, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: GS-14: Overseeing programs or leading teams in the administration of one or more the following federal civilian human resources functional areas: employment and compensation, talent management, classification, leave administration, awards/recognition, and/or work-life programs; Analyzing and evaluating complex federal civilian HR policy, programs, and procedures to identify issues and provide solutions; Performing research and analysis of federal civilian human resources programs to prepare reports, findings, or recommendations; Experience using a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness in meeting established goals, measures, and objectives. GS-13: Providing technical or administrative guidance on federal civilian human resources related to employment and compensation, talent management, classification, leave administration, awards/recognition, and/or work-life programs; Analyzing federal civilian HR functions and procedures to identify issues and recommend improvements; Contributing technical information on federal civilian human resources programs for the preparation of reports, findings, or recommendations. Using qualitative and/or quantitative methods for the assessment and improvement of program effectiveness in meeting established goals, measures, and objectives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
