This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a senior analyst responsible for providing technical, schedule, cost, budget, and interoperability advice to management in various areas. This is a pay banded position. The NH-04 encompasses grades 14 and 15 on the General Schedule.

Duties

Performs studies of issues arising in all phases of the system life cycle. Advises high-level managers of the advantages and disadvantages of different approaches. Develops and coordinates study plans and establishes priorities. Responsible for data collection, organization, and analyses. Serves as a team leader responsible for complete projects that are important segments of much larger overall efforts. Plans, directs, and conducts cost and schedule risk analyses to ensure integration processes are identified.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Incumbent is required to submit a Financial Disclosure Statement, OGE-450 and annually thereafter in accordance with DoD Directive 5500-7-R.
• This position requires temporary duty (TDY) travel up to 25% of the time.
• Employee may be required to work overtime.
• Must be able to obtain and maintain a Secret security clearance.
• One-year probationary period may be required.
• This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Business - Cost Estimating Certification within 48 months of entrance on duty.
• The employee must be willing and able to travel on military and commercial aircraft.

Basic Requirement for Operations Research Analyst 1515: Bachelor's Degree (or higher degree) in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. Note: You must submit a copy of your transcripts. In addition to meeting the Basic Requirements above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: 1) Performing studies of issues arising in all phases of a system life cycle; 2) Using operation and research methods in order to propose problem-solving techniques; and 3) Conducting cost and schedule risk analyses to ensure integration processes are identified. This definition of specialized experience is typical of work performed at the next lower grade level/equivalent to the NH-03 (GS-13) grade level in the Federal Service.
