Duties

Serves as the Deputy Commander and full participant in managing the distribution and support functions performed at a large Defense Logistics Agency (DLA) Distribution Center. Works with DLA Distribution Commanding Officers (or civilian equivalent) and other senior management officials of their organization in the development of the organization’s (i.e., installation’s) primary mission goals and objectives. Oversees distribution management operations that involve coordinating or evaluating the distribution and related actions required to support the distribution center’s assigned mission. Plans, directs, and coordinates the work of the center. Delegates responsibilities to subordinate supervisors, issues instructions orally or in writing, reviews work for compliance with orders and directives and makes certain work is progressing expeditiously and efficiently. Uses comprehensive understanding and knowledge of mission-oriented policies in serving as the primary center-level technical authority on distribution operations and programs. Interprets higher level guidance and develops local operating plans and instructions.

Qualifications

To qualify for a Distribution Facilities Manager, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to the GS-14 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: - Comparing performance data and operating costs with program objectives, determining the adequacy of current procedures and techniques, and recommending operational changes, and changes in the usage of resources; - Issuing instructions orally or in writing; and - Reviewing work for compliance with orders and directives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
