This position is located at the Phoenix Service Unit (PSU), Phoenix Indian Medical Center (PIMC), Division of Nursing Services, Phoenix, Arizona; PIMC is a 127-bed referral hospital serving the Phoenix Area Indian Health Service. The incumbent serves as Assistant Supervisory Clinical Nurse responsible for assisting with all aspects of managing Post Anesthesia Care Unit (PACU

Duties

Supervisory/Management Functions Works under the direct supervision of the Supervisory Clinical Nurse (SCN) in developing unit goals and objectives that affect the areas of patient care, safety, performance improvement, and infection control. Participates in developing and updating unit specific guidelines, policies, protocols and other informational materials required to effectively accomplish the mission of the organization. Assists the SCN in conducting patient and environmental rounds on a routine basis to evaluate nursing care and to ensure a safe, clean, operational environment for patients, staff, and visitors. Assists the SCN in evaluating the performance of all Registered Nurses, Licensed Practical Nurses, Nursing Assistants, Health Technicians, Scrub Techs, and/or Medical Support Assistants assigned to the unit. Participates in Performance Improvement projects, Infection Control program, and Risk Management issues as required. Under the direction of the SCN, assists in the allocation of resources required to provide nursing care. Assists the SCN in evaluating and identifying future staffing needs and communicates that information to the SCN and to the Central Nursing Office.. Clinical Aspects Assures that individualized goal-directed nursing care is provided to each patient through the utilization of the nursing process. Maintains professional knowledge and competency in nursing through continuing education, staff meetings, workshops, and participating in organizational committees. Must be a registered nurse who is registered by an appropriate State examining board. This position must possess and maintain a current valid and active state license/registration as a professional nurse. Performs other duties as assigned. Knowledge of hospital policy and procedures relating to Infection Control, Performance Improvement, and Risk Management. Knowledge of human behavior in order to provide counseling, guidance, and health instruction to staff, patients, and families. Knowledge of basic management and supervisory techniques to provide guidance and leadership to other nursing personnel.

BASIC REQUIREMENT(S): Note: Employees currently assigned to positions in this 0610 occupational series as of September 2017 will be considered to have met the basic requirements for the position occupied. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. In addition to the above requirements, applicants must meet one of the following requirements, OR Completed a degree from Foreign Nursing School and have an Official certification from the Commission on Graduates of Foreign Nursing Schools. Licensure: Applicants must have active, current registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools (external link) is required for individuals who graduated from foreign nursing schools. Advanced Practice Nurse Positions: For Advanced Practice Nurse (APN) positions, applicants must possess a graduate or higher level degree in nursing from an accredited educational program in the area of expertise or specialty indicated by the position. Areas of specialties for positions include, but are not limited to, Acute Care, Anesthesia, Community Health, Family, Geriatric, Home Health, Midwifery, Neonatal, Oncology, Pediatric, Psychiatric, Allergy and Immunology, Women's Health, Cardiovascular, Dermatology, Occupational Health, Orthopedic, Respiratory, or other specialties identified for the position. Experience The work experience must have equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. At the GS-9 and above grade level, many positions may require experience in a specialty area of nursing. In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below- MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples Include: 1). Participates in developing and updating unit specific guidelines, policies, protocols and other informational materials required to effectively accomplish the mission of the organization )2.Assists the SCN in evaluating the performance of all Registered Nurses, Licensed Practical Nurses, Nursing Assistants, Health Technicians, Scrub Techs, and/or Medical Support Assistants assigned to the unit. )3.Participates in Performance Improvement projects, Infection Control program, and Risk Management issues as required. )4.In the absence of the SCN, assumes the authority and responsibility for supervising the unit. )5. OR Completed a PhD or equivalent doctoral degree from a professional nursing educational program or related medical science field.. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within the closing date of the announcement.
