This position is located in the Indian Resources Section (IRS), Environment and Natural Resources Division. IRS attorneys litigate Indian water rights claims on behalf of federally recognized tribes throughout the United States. The Administrative Program Specialist furnishes a wide array of administrative, informational, documentation, and technical support services to legal staff or attorneys.

As an Administrative Program Specialist, you will be required to:
Performs the full range of automation, administrative, and program functions needed to collect, build, and assist in the maintenance of the Section's internal work product computer databases and Case Management Systems.
Serves as the principal point of contact for collection of electronically stored information for purposes of discovery or compilation of administrative records; tracks and manages tasks related to the collection of data by agencies that are requested by the Section paralegals and attorneys.
Ensures the processing of expert and interagency contracts including drafting Statements of Work; maintains list of pending contracts; and identifies ways to improve efficiencies in expert contract processing.
Tracks legislation affecting federally recognized tribes including legislation regarding water rights, reservation boundaries, criminal, and civil jurisdiction. Maintains spreadsheet on legislation and/or federal agency policies where Section Chief or Deputy Section Chief have provided input or comment.
Performs research and/or analyzes variable or complex issues related to the Section's litigation support needs and will determine what information is necessary to address issues and collects information from many sources.
Ensures the day-to-day operations of the physical office space (printers, copiers, etc.) in DC; tracks the Section's litigation support invoices to accomplish timely payment and avoid duplicity of payment to litigation vendors, court reporters, process servers, copy services, and video services.
Serves as a member of the Division's Administrative Record Working Group, which coordinates the Division's training and processes regarding compilation, certification, and defense of administrative records under the Administrative Procedure Act and similar statutes.
Processes staff and new attorneys assigned to the Section, ensuring that new personnel apply for and receive the government credit card for travel, understand and use the Department's Time and Accounting system, and have access to data management systems.
Requirements

- You must complete a background investigation to include pre-employment drug testing.
- Selective Service Registration is required, as applicable.
- You must complete or have completed a one-year probationary period.
- You must maintain a bank account for direct deposit of salary.
Qualifications
To qualify for GS-12: You must have one year of specialized experience at, or equivalent to, the GS-11 Federal grade level researching or analyzing administrative issues, interpreting organizational policy regarding program issues; and preparing reports, correspondence, and other written material in support of centralized administrative activities.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skill and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time in Grade: Federal employees must meet time-in-grade requirements (one year at the next lower grade) by the closing date of announcement.
