Duties

As a Procurement Oversight Specialist, you will: Monitor the cost, schedule and performance parameters of all assigned contracts. Function as an expert technical consultant working with program staff to identify contracting needs to accomplish program mission requirements. Assist and/or prepare and coordinate the higher level approval of detailed procurement requests including contract work descriptions, independent cost estimates, proposal instructions, and evaluation criteria. Conduct annual acquisition planning on behalf of assigned program clients. Provide technical advice and/or participate in the development of plans for effectively overseeing contracted activities.

Qualifications

You must meet the following requirements by the closing date of this announcement. Specialized Experience: To be qualified for this position at the GS-14 level, you must have at least one year of specialized experience equivalent to the GS-13 level. This experience is defined as: - Providing acquisition technical assistance in support of coordinating the planning, negotiation, award and administration of procurement actions; AND - Preparing and coordinating higher level approvals of detailed procurement requests including contract work descriptions, independent cost estimates and proposal instructions. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
