About the Position: This position is located at the Naval health Clinic Oak Harbor Washington, Human Resources Office, the Incumbent is assigned responsibility for providing day-to-day operational support for the management of delegated Civilian Human Resources programs at a military treatment facility. Advanced In-Hire MAY be authorized for highly qualified candidates. Advanced Leave Accrual MAY be authorized for highly qualified candidates

Duties

Will serve as a Supervisory Human Resources Specialist, manage hiring actions and requests for personnel action and advisor for civilian training programs and individual development plans. Advise management on organizational resources issues such as planning for changes in mission of civilian staff. Utilize various Civilian Human Resources automation programs (i.e., DCPDS, CPOL Portal, Business Objects) in order to monitor the need for and status of RPAs, extract data, prepare reports, etc. Advise management and the workforce on civilian training programs (e.g., Civilian Education System, Supervisory Development Course, etc.) Work closely with HR Division Chief and with Civilian Human Resource Agency. Conduct in-depth reviews of effectiveness of command functional programs and operation sufficiency to meet command objectives and mission requirements. Plan, direct and assign workload to subordinates based on priorities, giving consideration to the difficulty of the assignment and the capabilities of employees. Manage awards and incentives program, performance management and the compensation program for the Defense Health Agency (DHA) civilians employees. Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • Required to be screened for applicable immunizations.
  • This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
