About the Position: This Position is located in the Human Resources Department at Naval Health Clinic Oak Harbor, WA. This employee works normal business hours Monday through Friday. The employee serves as the HR advisor for a military treatment facility with over 130 Defense Health Agency GS employees.
Duties
As a Human Resources Specialist you will provide expert advisory services and guidance to managers and employees on all phases of the civilian employee recruitment process.
Advise and guide managers and supervisors on issues relevant to human resources and workforce planning, compensation, use of targeted incentives, surveys, and results.
Maintain ongoing contact with internal departments to determine recruitment needs and sets appropriate recruitment goal in concert with medical center needs.
Collaborate with managers to determine advanced in-hire, recruitment incentives, or retention bonus rates for hard to fill medical positions.
Possess background and have previous experience in the practical application of: Labor and Employee Relations, Equal Opportunity, Reasonable Accommodation and Family Medical Leave Act matters at the local Military Treatment Facility level.
Assist managers and supervisors in using the full range of flexibilities available to recruit, retain, and motivate a healthcare workforce working in 24/7 work environments.
Provide written and verbal communication techniques sufficient to develop and deliver briefings, project paper, reports, and correspondence to customers.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance (Tier 3) or access for the duration of employment.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.

In order to qualify, you must meet the Education and /or Experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). This Position is being filled at the GS-07/09/11 target GS-12 level.
Duties described reflect the full performance GS-12 level.
Duties will be performed in a developmental capacity under close supervision.
Management may select at either grade with the full performance being at the GS-12 level.
Specialized Experience GS-07: One year of specialized experience which includes: working within a team or organization to solve problems with critical thinking and critical analysis. Providing administrative and technical support to Senior Human resources Staff in any of the following: civilian awards, routine personnel actions, and in and out processing pre-employment processes (i.e,Drug Testing, Security Clearance, Pre-employment physical Credentialing, etc); Communicating orally and in writing to others including peers and/or customers; using available references (i.e. Regulations, Laws, Standard Operating Procedures or Instructions) to research and derive solutions; utilizing automated systems and/or databases to tracking personnel actions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources Management, Business administration or other related field. (Note: You must attach a copy of your transcripts.)

Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses;
OR
(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.;

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Specialized Experience GS-09: One year of specialized experience which includes: interpreting regulatory material related to Human Resources; providing technical support and advisory services to employees and managers in any human resources specialty area such as: compensation management, employee benefits, Labor and Employee Relations, Appraisals, Incentives, Awards program, Training, etc.; utilizing automated systems and/or databases to tracking personnel actions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources Management or Business Administration. OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Specialized Experience GS-11: One year of specialized experience which includes: analyzing requests for personnel actions to ensure accuracy of information's; proving updates on recruitment and other personnel actions in any of the following classification actions, promotions, reassignments, details, incentive awards program, training, etc.; providing guidance to Senior Leaders, Managers Supervisors and employees on status and requirements in completing personnel actions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph. D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Human Resources Management or Business Administration. OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Specialized Experience GS-12: One year of specialized experience which includes: serving as advisor to key management officials on human resources programs and complex Human Resources Management (HRM) issues impacting the civilian workforce; advising leadership on a variety of personnel management programs and policies: such as performance management, recruitment strategies, merit promotion policies, records management, training , position classification; collecting and analyzing data to identify trends and resolve issues with a civilian workforce. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11 or above.
GS-12: You must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
