Located in a field office of the NRCS in Colchester or White River Junction, VT. Relocation incentive (in addition to Transfer of Station) each year, up to 4 years may be offered. Serve as an Assistant State Conservationist (Programs), responsible for the coordination, direction, & evaluation of program activities related to soil, water & resource conservation programs. Supervise specialists including making work assignments, evaluating performance, & determining training needs.

Duties

Serves as a conservation program and Farm Bill state expert for direction to program managers and specialists in soil conservation, hydrology, GIS, economics, biology, and engineering and related technical disciplines. Consults on programs within area of responsibility to Service personnel, other Federal, state, and local governments, as well as local sponsoring organizations. Prepares activity reports and develops budget estimates for all program work. Coordinate and correlates the work of other staff leaders working on the programs with other specialists on State, Area and National staffs. Conducts and directs studies of work programs to provide recommendations to promote utilization of available resources. Provides supervision to staff of GS-12 Specialists.

(Must submit transcripts) Basic Education Requirement for 0401 series: Degree: Bachelor's degree or higher in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation. (You must submit transcripts.) Basic Education Requirement for 0457 series: Degree: Bachelor's or higher degree in soil conservation or related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering. The study must have included 30 semester hours in a natural resource or agricultural field, including at least 12 semester hours in a combination of soils and crops or plant science. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science. OR Combination:Must have a combination of education and experience: at least 30 semester hours in one or more of the disciplines as shown above, including at least 12 semester hours in a combination of soils and crops or plant science, plus appropriate experience or additional education. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science. (You must submit transcripts.) In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: Specialized Experience: To qualify for the GS-13 level, you must possess at least one year of specialized experience equivalent to the GS-12 level or higher in Federal service, or comparable experience not gained through Federal service. Examples of specialized experience include: Partnering with organizations to inform them of available conservation planning resources; Coordinating activities for conservation programs or contracts (ie: Farm Bill programs); Making recommendation to improve soil and water conservation plans; Preparing communications such as written reports or oral presentations for agency leaders and conservation partners; and Supervising a team of subordinates to ensure long and short term activities are completed. There is no education substitution for specialized experience at the GS-13 level.
