This position is located in the U.S. Department of Agriculture (USDA), Farm Productions and Conservation (FPAC), Natural Resources Conservation Service (NRCS) state or field office in Colchester or White River Junction, VT. The incumbent serves as Assistant State Conservationist for Field Operations, providing supervision, guidance, and assistance to all field offices and/or designated managerial units in Vermont.

Duties

Coordinate team activities in a state, utilizing state operating criteria, to achieve a coordinated program of resource planning and implementation; watershed and flood prevention planning; and design of water conveyance and control structures. Coordinate the development of complex, and often controversial, resource management plans. Integrates and managers NRCS resources on the local level, among teams. Resources include budgets, schedules of assistance, equipment, and allocation and utilization of personnel and equipment to administer the conservation programs. Guide the resource teams in the development and maintenance of effective working relationships with federal, state, and local agencies, groups, and individuals to improve the conservation partnership. Supervise the district conservationists at the field office and/or managerial unit and serves as coach and advisor to the area support staff. Manage available staff resources by preparing long and short range schedules for staff activities, preparing and monitoring budgets and funding requests, organizing work, and controlling work products.

Degree: Bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. Basic Requirement for the 0457 series: A. Degree: Bachelor's or higher degree in soil conservation or related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering. The study must have included 30 semester hours in a natural resource or agricultural field, including at least 12 semester hours in a combination of soils and crops or plant science. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science. OR B. Combination of Education and Experience: at least 30 semester hours in one or more of the disciplines as shown in A above, including at least 12 semester hours in a combination of soils and crops or plant science, plus appropriate experience or additional education. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science. In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: GS-13 Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-12 grade level in the Federal service, performing the following duties: Reviewing reports, inspections, and study results to improve conservation program operations; Coordinating resources such as budgets, equipment and personnel to accomplish program objectives and responsibilities; Partnering with federal, state, and/or local groups to improve conservation partnerships and further expand others' understanding of conservation programs; and Advising leadership and other stakeholders on strategies to implement soil, water, and related resource management alternatives.
