This vacancy is for a Supervisory International Trade Specialist in the International Trade Administration within the Department of Commerce that will oversee the newly created Cross-Cutting Task Force under the Office of the Director General.
Duties
The incumbent is a senior specialist who regularly and independently assumes responsibility for highly complex analytical work addressing critical international trade issues, U.S. business exports, reverse investment facilitation, and/or new trade development initiatives in key industries and world regions.
Develops and implements strategic plans in conjunction with overseas posts that focus on trade promotion, advocacy, market access/trade policy, market access, and foreign direct investment promotion.
Independently study and analyze domestic and foreign trade data to develop information and guidance for client businesses.
Applies information gained from high level intelligence sources to develop policy positions.
Communicates the direction of the Deputy Director General (DDG) to staff and ensures that the DDG is informed of progress in meeting organization objectives.

Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the GS-14 level:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as: Identifying, distributing and balancing workload and tasks among employees in accordance with established workflow, skill level and/or occupational specialization; making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; evaluating the effectiveness of new or modified program objectives and operations and their relationship with other programs related to the mission; budget planning and allocation of funding to operating units; and presenting conclusions and recommendations based on analysis and evaluation to decision makers for their use in ensuring efficiency, economy, and balance in the development and execution of operating programs.
