This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is with the US Army Corps of Engineers (USACE), Army Geospatial Center (AGC) located in Alexandria, VA. This is a permanent position.

Duties

Serves as Lead for the Geospatial-Engineering Training Team assisting in the formulation and development AGC geospatial engineering/GEOINT engagements and training support efforts. Serves as main coordinator to National Geospatial-Intelligence Agency’s (NGA) GEOINT Professional Certification Program (GPC). Responsible for leading the development, direction, coordination, and evaluation of geospatial engineering training support platform requirements. Provide expert advice and recommendations regarding programmatic policy formulation and execution. Assist with managing requirements and resources to accomplish short, mid to long-term planning, and financial resourcing efforts dealing with cost schedule and performance.

Requirements

  • This position requires the incumbent to obtain and/or maintain a Top Secret security clearance.
  • This position requires the incumbent to travel up to 25% of the duty time.
  • This position requires the incumbent to complete a pre-employment Financial Disclosure Statement OGE Form 450, and annually thereafter.
  • This position requires incumbent to complete a pre-employment drug test, and periodically thereafter.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and epxerience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. BASIC REQUIREMENT Geographer: Degree: Bachelor's degree (or higher degree) in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields. OR Combination of Education and Experience: Courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education. Physical Scientist: Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. Cartographer: Degree: Bachelor's degree (or higher degree) in cartography, or a degree with a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites). OR Combination of Education and Experience: Courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: One year of specialized experience which includes coordinating and supporting geospatial interoperability studies to make recommendations, develop and integrate objectives with organizational systems; analyzing internal and external customer requirements to identify equipment, software, and process/procedural solutions to achieve geospatial interoperability; overseeing geospatial information systems to provide technical and policy direction; and determining applicability of new and emerging hardware, software, network, formats, and standards to drive geospatial systems programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13.)
