THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SAFETY SPECIALIST, Position Description Number D0695000 and is part of the PA State Safety Office, National Guard. 1 or more Position(s) may be hired against this Announcement.

Duties

As a Safety Specialist, GS-0018-11, you will implement plans, policies and procedures to comply with DOD, DA, OSHA and NGB safety regulations and directives. Plan and conduct periodic and unscheduled surveys and inspections of all ARNG facilities including ammunition storage, warehouse, and equipment maintenance facilities, to determine compliance with OSHA standards. Serve as a technical representative to State Safety Councils and Committees. Evaluate the effectiveness of organizational safety programs through activity visits. Coordinate with operating activities to provide safety training, and ensures safety awareness throughout the ARNG. Maintain close liaison with federal, state, municipal, and private industry to obtain safety materials and to facilitate adaptation of industrial safety practices to military methods. Provide technical assistance in accident investigations. Prepare state safety standards for local implementation, write regulations and prepare safety articles for state publications. Conduct preliminary reviews of engineering plans for alteration or construction of buildings, structures, maintenance areas, machines or roadways to ensure integration of accident prevention principles (proper lighting, machine guards, ventilation, positioning of ground support equipment, proper placement of safety signs, markings, etc.). Provide technical guidance and direction to personnel involved in hazardous operations. Coordinate with and provide assistance in the material and Petroleum Activity and DOD Explosive Safety Board inspections. Investigate ARNG employee OSHA/Safety complaints with the Labor Relations Specialist or other SPMO representatives. Survey, inspect, certify, and recertify indoor/outdoor ranges. Present safety budget requirements with justifications to superiors in support of the statewide ARNG safety program. May oversee the work of one or two employees performing safety functions and perform duties such as, providing on the job training; informing subordinates of agency polices and programs; and identifying developmental and training needs of employees and recommending formal training. Perform other duties as assigned.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

Qualifications

APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Bargaining Position AOC 1: NG Employees working at the location specified AOC 2: NG Employees of the Pennsylvania National Guard AOC 3: All Service Members of the Pennsylvania National Guard (to include Temporary Technicians) AOC 4: Service Members currently serving in another branch and are willing to become members of the Pennsylvania National Guard AOC 5: All others willing to become members of the Pennsylvania National Guard Military Grades: Officer: O1-O4 Warrant Officer: WO1-CW5 Enlisted: E1-E9 Supervisor for this position is LTC Fisher *NOTE: Accessioning into this position is contingent upon verification of Confidential Security Clearance GENERAL EXPERIENCE: All GS-0018 series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. SPECIALIZED EXPERIENCE: Must have at least 36 months experience having performed periodic/unscheduled inspections of base facilities, warehouses, and equipment maintenance operations and evaluated compliance with applicable regulations and hazard system. Recommended measures and methods to correct safety and occupational health deficiencies. Participated in planning for testing of munitions, and assured integration of explosive safety criteria in testing procedures. Reviewed test implementation directives for inclusion of appropriate safety criteria. Prepared supplements to regulations and manuals for aircraft weapons safety and developed local regulations defining applicable mishap prevention procedures. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. SPECIAL NOTE: Per the Merit Promotion and Placement Plan (MP3) if there are more than 15 qualified applicants for each position, by category, a KSA board will be convened in accordance with Chapter 4 of the MP3.
