THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SAFETY SPECIALIST, Position Description Number D0696000 and is part of the PA State Safety Office, National Guard. 1 or more Position(s) may be hired against this Announcement.

Duties

As a SAFETY SPECIALIST, GS-0018-09, you will provide safety related expertise to unit commanders and supervisors in the establishment of techniques and procedures for the elimination or control of unsafe acts (conditions), environments or hazards. Provide technical assistance in accident investigations. Conduct periodic and unscheduled surveys and inspections of ARNG facilities to determine compliance with Occupational Safety Health Act (OSHA) and other regulatory requirements. Assist the senior safety specialist in the promotion of the safety programs. Conduct surveys of indoor/outdoor ranges within the state. May attend and participate in unit safety council meetings to determine potential problem areas and provide guidance in proper safety procedures. Perform other duties as assigned.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

Qualifications

APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Bargaining Position AOC 1: NG Employees working at the location specified AOC 2: NG Employees of the Pennsylvania National Guard AOC 3: All Service Members of the Pennsylvania National Guard (to include Temporary Technicians) AOC 4: Service Members currently serving in another branch and are willing to become members of the Pennsylvania National Guard AOC 5: All others willing to become members of the Pennsylvania National Guard Military Grades: Officer: O1-O4 Warrant Officer: WO1-CW5 Enlisted: E1-E9 Supervisor for this position is LTC FIsher GENERAL EXPERIENCE: Experience in scientific or technical work that provided an understanding of the basic principles and concepts of the safety and occupational health field. Creditable general experience must have demonstrated the achievement of knowledge equivalent to the education described above. SPECIALIZED EXPERIENCE: Application must indicate at least24 months experience that demonstrated experience in implementing plans, policies and procedures to comply with DOD, DA, OSHA and NGB safety regulations and directives. Providing technical assistance in accident investigations. Participating in fatality investigations as a team member. Conducting comprehensive investigations in cases of fatal or multiple injury accidents to determine causes and procedures for eliminating a recurrence. Collecting, reviews and ensures timely submission of all accident reports to the DA Safety Center and ARNG Safety Office. Codes DA Form 285. Coordinating with and providing assistance in the material and Petroleum Activity and DOD Explosive Safety Board inspections. Presenting safety budget requirements with justifications to superiors in support of the statewide ARNG safety program. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. SPECIAL NOTE: Per the Merit Promotion and Placement Plan (MP3) if there are more than 15 qualified applicants for each position, by category, a KSA board will be convened in accordance with Chapter 4 of the MP3.
