About the Position: Crane Army Ammunition Activity (CAAA) mission statement: To receive, store, ship, produce, renovate and demilitarize conventional ammunition, missiles and related components to meet contingency requirements in support of the warfighter. The pay band NH-02 includes the General Schedule grade equivalent to GS-05 to 11. Initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities.

Duties

Plans, integrates reviews, evaluates the activities which pertain to Quality Assurance (QA) for conventional munitions. Uses extensive commodity expertise to develop QA plans, prepare contract quality assurance clauses, participate in Pre-Award Surveys and provides support to procurement quality assurance functions. Authenticates acceptance through approval of Ammunition Data Cards through the Worldwide Ammunition-data Repository Program (WARP) and approval of Activity submitted Form DD250 Material Inspection and Receiving Report (MIRR). Plans, coordinates, and implements oversight of manufacturing product assurance and test activities involving procurement, production, renovation, demilitarization, and acceptance testing to assure conformance of manufacturing operations. Performs a variety of contract award functions, e.g. reviews First Article Test plans and reports, and recommends acceptance or rejection. Conducts on-site visits to ensure that uniform application of quality assurance surveillance requirements are maintained; investigates manufacturing field problems and resolves quality deficiency reports. Conducts surveillance oversight of First Article Tests (FAT). Participates in the review, analysis, and resolution of broad and varied types of product assurance functional problems. Responsible for the review of specifications, standards, SOPS and QCIs for adequacy and inclusion of all quality requirements.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (Engineering and Technical Management-N) certification within 36 months as of entrance on duty.
  • This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.

This definition of general experience is typical of work performed at the next lower grade/level position in the federal service NH-01 pay band or GS-04 grade level. OR Education: Four year course of study leading to a bachelor's degree with a major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120.
