The Servicing Human Resource Office (SHRO) is a shared resources organization and provides Human Resources (HR) advisory and program services to parks and offices that are geographically dispersed within the region or office. The incumbent of this position provides administrative and clerical support for human resources management functions. This position may be filled at the GS-04 or GS-05 level.
Duties
Performs a wide variety of standardized administrative and clerical tasks in support of human resources functions, including recruitment and staffing, pay administration, and employee development. Receives requests for a wide variety of personnel actions, codes them, and completes required tasks associated with processing and legally approving personnel actions. Maintains official personnel records. Explains rules governing eligibility for cash awards (other than performance-based awards), screens justifications for awards, and recommends approval or disapproval to the appropriate staff member. Assists higher grade specialists in screening and processing performance ratings. Answers recurring questions on policies concerning appraisal processing, leave entitlements, leave share programs, or other employee relations programs as assigned. Provides information on training courses and screens training requests to ensure employees meet prerequisites. Assists higher grade specialist in supporting training development tasks, work requirements, and employee eligibility.
Physical Demands: The work is sedentary and requires some standing, walking, and bending.
Working Conditions: The work is performed in an office setting.
Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor.
If hired as a GS-04 the duties will be developmental in nature when filled below the full performance level.
Qualifications
All qualifications must be met by the closing date of this announcement-04/12/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.
To qualify for this position at the GS-04 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of general experience. General experience is progressively responsible clerical, office or other work that indicates ability to acquire the knowledge and skills needed to perform the duties of the position. Examples of general experience include but are not limited to maintaining a filing system both electronic and hard copy, using computers to develop correspondence, memos, forms, and other standardized documents, and preparing reports. You must include hours per week worked.

EDUCATION: Successful completion of at least two years of successfully completed education above the high school level in any field of study for which high school graduation or the equivalent was a prerequisite. This education must have been obtained in an accredited business, secretarial, or technical school, junior college, college, or university. (One year of full-time academic study is defined as 30 semester hours, 45 quarter hours in a college or university, or at least 20 hours of classroom instruction per week for 36 weeks in a business, secretarial, or technical school. (Must provide copies of transcripts). You must include transcripts.

Successful completion of a combination of education and experience as described above. For example, I have 6 months of general experience (50% of the experience requirements for this position and grade level) combined with one year of education as outlined above (50% of the education required to qualify). To qualify for this position at the GS-5 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience utilizing computers skills to navigate through computer software systems such as personnel or payroll processing systems; maintaining a filing system electronically; developing correspondence, memos, forms and other personnel documents; preparing reports utilizing various software systems such as Excel, WORD, databases and query systems, etc.; providing administrative support services to customers such as the public, employees, supervisors, managers, etc.; and providing new employee orientation. You must include hours per week worked.

EDUCATION: Successful completion of at least four years of education above high school (120 semester or 180 quarter hours) leading to a bachelor's degree in any course of study. (Must provide copies of transcripts).

Successful completion of a combination of education and experience as described above. For example, I have 6 months of specialized experience (50% of the experience requirements for this position and grade level) combined with three years of education as outlined above (50% of the education required to qualify). Please note: only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using
education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
