This position is being filled as a College Graduate under Public Law 115-232, 5 CFR § 315.614. Recent graduates who have completed a bachelor's or graduate degree within the previous two years. Uniformed service members who have completed a bachelor's or graduate degree and were unable to apply within two years of obtaining their degree due to a uniformed service obligation of at least four years, may apply within two years of their discharge from uniformed service.

Duties

Performs a wide range of transactions in the area of human resources management and provides technical assistance to managers, supervisors, and employees in any of the following functions: recruitment and staffing, pay administration, and employee development programs. Serves as a technical advisor on pay and leave administration issues. Ensures that time and attendance reports and other payroll actions are completed accurately, and comply with payroll laws, regulations, and policies. Enters, audits, and reviews time and attendance data. Prepares reports for use by HR specialists, supervisors, and other management officials. Duties will be developmental in nature when filled below the full performance level.

Qualifications

All qualifications must be met by the closing date of this announcement-04/04/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. To qualify for this position at the GS-05 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained in either the public or private sectors) that equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of this position. Examples of specialized experience would typically include, but are not limited to: create and maintain personnel files, utilize a personal computer and prioritizing work to meet deadlines, maintain logs and records using standard word document or worksheet programs, and prepare grammatically correct and properly formatted correspondence to employees and management. Experience must have equipped applicant with the knowledge, skills, and abilities (KSAs) necessary to perform the duties of the position to be filled You must include hours per week worked. -OR- EDUCATION: Successful completion of at least four (4) years above high school. NOTE: TRANSCRIPTS REQUIRED. -OR- Successful completion of a combination of education and experience as described above. NOTE: YOU MUST SUBMIT COPIES OF YOUR OFFICAL TRANSCRIPTS. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of experience. NOTE: To combine education and experience, first determine how much of the qualifying experience and education you have, as a percentage of what is required for each. Add the percentage together, and if the total is 100% or more, then the combined education and experience is qualifying for the position. EXAMPLE: the applicant has 6 months of specialized experience and 9 semester hours of college (in directly related courses). That means the applicant has 50% of the required one year of experience and 60% of the education required to substitute for education. The total qualifying experience and education add up to 110%. The applicant can combine his or her experience to qualify for the position. You must include transcripts. To qualify for this position at the GS-06 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one year of full-time specialized experience equivalent in level of difficulty and responsibility to the GS-05 in the Federal service. Specialized experience includes but is not limited to applying standardized body of HR rules, procedures, and operations; use of automation and software applications; use of recruiting/staffing forms, procedures and requirements to obtain certificates; analyze and evaluate the relative value of individual qualifications in relation to specific positions; evaluation techniques for applying qualification standards to screen candidates. To qualify for this position at the GS-07 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At leastone year of full-time specialized experience equivalent in level of difficulty and responsibility to the GS-06 in the Federal service. Specialized experience must have been at the GS-06 grade level or higher or an equivalent level of responsibility. Specialized experience includes, but is not limited to applying a standardized body of HR rules, procedures, and operations; use of automation and software applications; use of specialized HR methods regarding staffing principles; use of merit promotion plan and understanding of occupational questionnaires; recruiting/staffing forms, procedures, and requirement to obtain certificates; evaluation techniques for applying qualification standards to screen candidates; analyze and evaluate relative value of individual qualifications to specific positions; post announcements to the internet. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

There is no substitution of education for experience at the GS-06 & 07 grade level(s) of this announcement.
