This position serves as a Supervisory Pipefitter within the Facility Management Service. The primary functions includes overseeing work that entails working with pipes and fittings from a range of high pressure to low pressure steam.

Duties

Supervisory Duties - Plan the use of workers, equipment, facilities, material, and tools on a day-to-day or project-by-produce basis. - Adhere to work priorities, project schedules, resources, and detailed work plans established by higher level supervisors. - Follow customary work sequences in planning work assignments. - Track and report progress on work assignments and request authority to adjust worker assignments and to use overtime, equipment, and materials to meet schedules. - Recommend changes to schedules, priorities and work sequences as necessary and make minor deviations in procedures or direct resources under their control to overcome problems such as equipment failure, material delays, or unplanned absences. - Develops and maintains preventive maintenance program for electrical systems that comply with JCAHO, CAP, ANSI, OSHA, NFPA and CARF Standards. - Work Direction - Assign work to individuals and provide technical direction and/or help in accomplishing difficult work steps and processes. - Observe work in progress to anticipate and resolve problems, reassign personnel within group supervised and coordinate work among workers and other supervisors to maintain work progress to meet schedules. - Inspect completed work for quality and work order requirements. - Report possible or actual work delays to their supervisor. Non-supervisory Duties - Performs the full range of Pipefitter/Plumber duties as outlined in the subordinates' position description. - Tasks include repair, adjustment and installation of thermostatic controls, condensate, and thermostatic equipment, mixing valves, valves, radiators, unit heaters, flushometers and other components parts of utility distributions systems. Pipe distribution maintenance and repair of pressure reducing stations, expansion joints, gate/globe/check valves, steam traps, etc. - Administration - Support and explain management programs to their subordinates. Recommends performance ratings, training, disciplinary actions, changes in performance standards, and the most suitable applicants for vacancies. - Advise and counsel workers on how to improve their performance and explain new work techniques. - Investigate grievances and complaints, resolve them informally and notify supervisors of those of sufficient importance or seriousness. Assure safety and housekeeping practices are observed. Maintain Work reports and records and assist supervisors in planning overall leave schedules. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/17/2024. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT:Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Excellent knowledge of plumbing and pipefitting trades, including steam, water, and gas distribution systems and all components of the system. Knowledgeable in maintenance and repair trade practices as well as construction trade practices for renovation projects. Knowledge of Engineering principles, as well as shop mathematics, metallurgy, basic principles of steam and water flow and pressures. Ability to read blue prints, shop manuals, manufacturers literature and order material to properly install and repair varied hospital equipment. Thorough knowledge of engineering materials and usage, cost effective planning methods, various National Codes and VA Regulations/Standards pertaining to the Pipefitting Unit. Have a basic knowledge of other building trades in order to coordinate the pipefitting/plumbing work or repairs with other shops and trades, and not cause undue extra work or loss of time or materials by other trades involved in work. Ability to Interpret Instructions, Specifications, etc. (Includes Blueprint Reading)Ability to Lead or SuperviseAbility to Use and Maintain Tools and EquipmentKnowledge of Equipment Assembly, Installation, and Repair, etc.Measurement and LayoutTechnical Practices (Theoretical, Precise, Artistic)Troubleshooting Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements/Working Conditions: Considerable walking, stooping, bending, crawling, standing and climbing is required in performance of duties. Incumbent is required to lift/ carry moderately heavy loads of 40-80 pounds. Works from ladders, scaffolds, staging, as well as working in confined spaces. Works both indoors and outdoors, in all types of weather conditions. Work areas include isolation wards/rooms, in sub-ceilings, pits, crawl spaces, and tunnels, etc. Safety precautions are to be observed at alt times. Protective clothing and equipment is to be used
