The purpose of the Supervisory Attorney-Advisor position is to serve as an Attorney-Advisor to Commission Administrative Law Judges (ALJs) and participate in the overall management and administration of the Office of the Chief Administrative Law Judge (OCALJ).

Duties

As a Supervisory Attorney-Advisor, you will: Identify and propose solutions for jurisdictional and procedural issues, which arise in cases prior to their assignment to an Administrative Law Judge (ALJ). Function as contact person between the ALJ and persons outside the agency. Conduct in-depth research and prepare memoranda in all phases of law pertinent to cases before the ALJ, including matters involving the Mine Act and its legislative history, Commission regulations and precedents, the Administrative Procedure Act, statutes governing other administrative agencies, and the various provisions of the U.S. Constitution such as the due process clause. Plan, supervise, and evaluate the work of legal assistants, management analysts, law clerks, and attorney-advisors in all Commission offices.

Qualifications

You must meet the following requirements by the closing date of this announcement. For the GS-13: You must have two years of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the federal service. The expectation for selection for grade GS-13 will be at least the following: 24 months of pertinent legal experience at the GS-12 (or equivalent). For this position, specialized experience is described as experience at the next lower grade (or equivalent). Examples of such experience might include: Experience conducting legal research and preparing memoranda in all phases of law; OR Proposing solutions for jurisdictional and procedural issues; OR Analyzing evidence of record as well as critiquing positions of parties expressed at hearings, oral arguments, or in written briefs. Special Requirement: You must be an active member in good standing of the bar in a state or territory of the United States or the District of Columbia Education Requirement: You must be a graduate of an accredited law school with a LL.B., J.D., or an equivalent degree.
