About the Position: You will function as the Deputy District Counsel for the Pittsburgh District Office of Counsel and render legal advice, assistance and support to the District Commander, Deputy Commander, and other Division Chiefs on a range of legal issues. In addition to supervising the District's two (2) paraprofessionals, the Deputy District Counsel serves as the Deputy Ethics Counselor and the primary legal advisor on Regulatory and Environmental matters.

Duties

Work under the general supervision of the District Counsel. Direction from the District Counsel on deputy duties is concerned with overall program accomplishment. Exercise full authority to function independently as the Deputy District Counsel and as the Principal Assistant District Counsel. Perform day-to-day technical functions on own initiative and without preliminary instruction or technical guidance. Independently accomplish normal and special assignments referring to the supervisor on controversial or precedent-setting policy matters to obtain concurrence on approaches being taken and to keep supervisor informed on the status of assignments. Technical work assignments are received based on the flow of work into the office and special case assignments from the supervisor. Function as Deputy to the District Counsel and Principal Assistant District Counsel, participating thoroughly in the accomplishment of overall office activities and objectives. Share responsibility for and participate in all legal and administrative functions and in the management of all activities of the Office of Counsel. Function as an attorney with responsibility for rendering legal assistance and advice in the subject matter areas that comprise the Pittsburgh District’s legal services mission. Render legal advice, assistance, and support to all organizational elements of the District on complex and difficult legal matters involving statutory interpretation regarding the District's civil works program. Advise on procurement law and litigation, fiscal law, the regulatory program, environmental law, employment law, and management and employee relations. Promote preventive law by establishing functional expertise to provide legal advice in a timely manner in the areas of contract claims and appeals, project authorities, litigation, labor relations, and general administrative law.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Applicants will be evaluated to determine if they meet the minimum qualification requirements and on the extent to which their application shows possession of the following knowledge, skills and abilities (KSAs) associated with the position. Specialized Experience: In addition to your questionnaire answers, your resume must address any specialized experience you possess in the following areas: Federal laws, regulations, policies, and procedures related to the organization's civil works and other programs, including civil works authorities, appropriations law, civilian personnel and employment, labor-management relations, Federal acquisition, contract administration, contract disputes and litigation, and/or environmental law compliance, regulation, and remediation. Balancing national (external) and organizational (internal) program goals and priorities; reviewing program implementation and results; balancing customer programs and legal goals and priorities; reviewing program problems and issues; functioning as a senior counselor and advisor to the Commander; working effectively with senior management officials, with other governmental entities, and with private parties. Communicating effectively orally and in writing, as demonstrated by legal briefs, memoranda and letters, including experience that demonstrates effectively briefing and advising senior officials. VETERANS PREFERENCE INFORMATION: There is no formal rating system for applying veteran's preference to attorney appointments in the excepted service; however, the Department of the Army considers veteran's preference eligibility a positive factor for attorney hiring. Applicants eligible for veteran's preference must include that information in their cover letter or resume and attach supporting documents (e.g., DD Form 214, Certificate of Release or Discharge from Active duty) to their submissions. Although the point-preference system is not used, applicants eligible to claim a 10-point preference must submit a Standard Form (SF) 15, Application for 10-Point Veteran Preference, and supporting documentation required for the specific type of preference claimed. Education

The following minimum qualification requirements must be met before applicants are eligible for further consideration.

Education: Applicants must have successfully completed a full course of study in a school of law accredited by the American Bar Association(ABA) and have the first professional law degree (LLB or JD).

Bar Membership: Applicants must currently be a member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.

Experience: Applicants must have two or more years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanced law degree such as an LLM may substitute for one year of the required professional legal experience.

Time-In-Grade Requirements: If currently employed as an Attorney in the Federal Government, must have completed 1-year at the next lower grade level (GS-13).

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
