Duties

The assignment involves supporting evidence-building and evaluation activities across DHS's Science and Technology division. S&T coordinates research and development efforts across all of DHS and maintains the largest R&D budget within DHS, supporting operational and mission support components. It also owns and operates programs and is responsible for managing aspects of departmental acquisition.

Qualifications

Qualifications required: The Office is seeking a senior analyst who can manage both evidence-building and capacity-building activities in support of the Directorate and the Chief Evaluation Officer. The analyst would report directly to the Chief Evaluation Officer, and be responsible for the following activities: Collaborating with a team of program evaluation experts to develop and/or review multiple evidence building efforts, to include designing, overseeing, implementing, and conducting program evaluations. Activities include developing logic models, theories of change, and planning data collection, as well as participating in differing types of programmatic evaluations including process/implementation evaluations, outcome evaluations, impact evaluations and efficiency evaluations. Lead teams dedicated to examining the S&T strategic and operational environment for areas in need of evidence-building. Determining appropriate policies, directives, procedures, and processes required to enhance evidence-based decision-making. Ensuring S&T is responsive to Evidence Act requests, issues and problems brought to S&T's attention by the DHS EO and Evaluation Officer Council (EOC) to ensure appropriate actions are taken in support of the Directorate's evaluation activities. Developing and facilitating an S&T Community of Interest (COI) in evidence-building and evaluation activities, to include establishing, chartering, and operating the COI. Working in tandem with the Chief Evidence-Building and Evaluation Officer to integrate evidence and evaluation into other strategic and operational efforts. The ideal candidate for this position must have excellent analytical skills, strong leadership skills, and the ability to manage several disparate efforts. The candidate should be comfortable enforcing rigorous evaluation standards but communicate those with diplomacy and tact. The candidate should be familiar with evaluation types and methods and be able to match learning questions and problems with methods, approaches, and data.
