The primary purpose of this position is to serve as a Human Resource Liaison (HRL) project lead/manager responsible for conducting organizational and HR processes related studies and analysis of organizations, functions, and work processes to improve mission effectiveness, resource allocation, and efficiency functions.
Duties
Exercise independent judgment as a project/lead manager, review and evaluate organization structures and missions by interpreting data process flow organization concepts and line staff relationships for consistency and logic to improve organizational efficiencies.
Prepare, receive, review, integrate, and control a wide variety of data/documents pertinent to manpower and personnel programs.
Exercise independent judgment while serving as human resources focal point for assigned units responsible for advising commanders supervisors and managers on civilian personnel issues including those involving organizations that have a wide range of professional scientific administrative and how they technical positions some with high grades and technical positions in rapidly changing fields.
Provide assistance/guidance to supervisor on the use of Position Requirements Document (PRD) Standard Core Personnel Document (SCPDs) or in the creation of Core Personnel Documents (CPDs) when the standard documents are not available or suitable for use.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-01, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in conducting organizational and process related studies and analysis of organizations functions and work processes to improve mission effectiveness, resource allocation, and efficiency, functions, work processes and provide management consulting capabilities to improve matters of mission effectiveness resource efficiency and resource savings; provides management consultant services for civilian personnel functions, civilian position management, recruiting techniques, classification, pay, etc. for assigned organizations; reviews, coordinates, and monitors Request for Personnel Action (RPAs) submitted from assigned unit and/or subordinate units; utilize independent judgment and expertise to provide senior leadership, commanders, managers, supervisors, and civilian employees with recommendations to improve support and management oversight for service organizations on the most effective and efficient management of manpower and personnel.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Extensive knowledge and skill in gathering and assembling required information in order to apply analytical and evaluative techniques to the identification, consideration and resolution of issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring options for complex, diverse organizations.
Extensive knowledge of the operations, missions, services, needs and goals of the organizations studied or served.
Knowledge of pertinent manpower/personnel laws, regulations, policies, and precedents that effect the use of manpower resources.
Knowledge of an extensive body of civilian and military Human Resources rules, procedures and operations sufficient to provide comprehensive advice to management on a variety of issues, interpret regulations and union contracts, monitor and track requests for personnel actions, and ensure forms for civilian pay actions are submitted for in-processing and out-processing employees and comparable actions.
Skill in gathering, assembling and analyzing facts; drawing conclusions; devising solutions to problems; identifying changes and trends; and preparing and presenting briefings and reports orally and in writing.
PHYSICAL DEMANDS
The work is primarily sedentary. May require some walking, standing, bending, carrying and/or lifting of light items such as paper or books. No special physical demands are required to perform the work.
WORK ENVIRONMENT
The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
