This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as project manager responsible for overall planning, execution, control, and closure of military, environmental and International and Interagency (IIS) projects.
Duties
Manages all aspects of project initiation, planning, execution, control, and closure in accordance with the USACE Project Delivery Business Process.
Forms and leads multi-disciplinary project delivery teams that include external members in the development of project management plans.
Ensures plans are fully coordinated with effected agencies, headquarters, and stakeholders, including various functional elements within and outside the District.
Manages execution through all project phases to construct, repair and/or rehabilitate facilities and/or to provide other deliverables such as plans, reports, assessments or related solutions.
Leads project delivery teams in managing scope, cost, schedule, risk, procurement strategies, and other aspects of execution.
Manages budget by allocating funds to supporting elements, ensuring all charges are authorized, monitoring performance and obligations/expenditures, taking corrective actions, and ensuring all project commitments of all parties are being met.
Executes project communication plans that often involve engagement with senior military or agency leaders, state and federal officials, and the public.
Ensures accuracy of data and information in Corps’ project, financial and information management systems.

Specialized Experience for GS-12: One year of specialized experience which includes knowledge and understanding of the full range of principles, guidelines, laws, regulations, concepts, and methodology associated with the Project Management Business Process; managing and leading the planning, scoping, developing, design, construction, and direction of civil works/military construction projects and/or environmental restoration projects; experience in preparing schedules and budget estimates, tracking and reporting progress against schedules and estimates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). This experience must be demonstrated within your resume.
