This position is in the Office of Maritime Labor and Training, Office of the Deputy Associate Administrator for Maritime Education and Training, Office of the Associate Administrator for Strategic Sealift, Maritime Administration (MARAD). This position is established to ensure the development of policy alternatives and programs pertaining to international and U.S. professional maritime education and maritime labor standards.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include: Experience in auditing and making assessments or recommendations on maritime labor and training standards program implementation and improvements based on domestic and international maritime regulations, including United States Coast Guard (USCG) Merchant Mariner Credentialing regulations and auditing in accordance with established International Safety Management Code audit procedures and processes. Experience in supporting maritime requirements, international maritime labor and training standards, health and safety practices, and education or training programs. To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience in the development of and assessment of maritime labor and training standards or education programs, based on domestic and international maritime regulations, including United States Coast Guard (USCG) Merchant Mariner Credentialing regulations and auditing in accordance with established International Safety Management (ISM) Code audit procedures and processes. Experience advising on maritime requirements, international maritime labor and training standards, health and safety practices, and education or training programs. Experience representing an agency or organization in domestic and international forums, developing and implementing policy recommendations, or managing mariner training and credentialing programs. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. Education and Training - Knowledge of teaching, training, research, making presentations, lecturing, testing, and other instructional methods. Organizational Performance Analysis - Knowledge of the methods, techniques, and tools used to analyze program, organizational, and mission performance; includes methods that deliver key performance information (for example, comparative, trend, diagnostic, root cause, predictive) used to inform decisions, actions, communications, and accountability systems.
