This position is located in United States Department of Education, Office of Finance and Operations, Office of Acquistion, Grants, and Risk Management. The incumbent is responsible for coordinating with the Department's Principal Offices in identifying risks and taking effective action to manage and mitigate risks that may affect mission and programs.

APPLICATION LIMIT: This vacancy announcement is limited to the first 50 applications received and will close at 11:59PM Eastern Time on the day that we receive the 50th application, or at 11:59PM Eastern Time on the listed closing date, whichever occurs first.  We encourage you to read this entire vacancy announcement prior to submitting your application.As a Supervisory Program Specialist, GS-0301-15, you will be responsible for:• Providing leadership in the evaluation, assessment and improvement of grant program management by analyzing, identifying and implementing strategies to manage risk in the Department’s grant portfolio.   • Directing research and analysis on a portfolio of Department grants and grantees to identify and analyze issues of noncompliance with rules and weaknesses in fiscal and management controls.    • Developing and overseeing the implementation of grants risk management policies and procedures including the resolution and correction of grant recipient audit findings.    • Advising senior leadership on proposals and issues that involve exceptional controversy, intensive outside interest, or significant long-range effects on programs or other organizations.    • Providing oversight, advice, expertise, consultation, and training for post audit functions.

Qualifications

Minimum Qualification RequirementsYou may meet the minimum qualifications for the GS-15, if you possess the specialize experience.Specialized Experience for the GS-15 One year of experience in either federal or non-federal service that is equivalent to at least a GS-14 performing two (2) out of three (3) of the following duties or work assignments: 1. Experience in risk management practices or technologies in grants risk management operations and tracking post-audit activities.2. Experience in advising on the improvement in grants risk management in coordination with other agencies (Federal/State).3. Experience in managing risk through data sources, including audit findings, fiscal and accounting records, program monitoring reports or data on educational agencies.Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs).
