This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Business and Technical Management Professional Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The pay band NH-04 includes the General Schedule grade equivalent to GS-14 to 15. Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities.
Duties
Provides expert analysis and informative recommendations to senior leaders in their decision making.
This position serves as the subject matter expert within the Pentagon on assigned special programs.
Presents cost, schedule and performance risk associated with recommended courses of action and alternative solutions.
Incumbent is a recognized acquisition authority with technical knowledge of the specialty area assigned.
Conducts analysis and evaluation of related technologies, programs, and issues.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A one-year probationary period may be required.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 15% of the time.
- This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Pre-employment and random drug testing is required.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management Certification within 5 years of entrance on duty.
- Incumbent must possess and maintain a Top-Secret clearance (Sensitive Compartmented Information).
- Counter-Intelligence Polygraph (CI Poly) examination with No Deception Indicated (NDI) required as needed.

Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-03). Specialized experience:(1) Evaluating Joint Capabilities Integration and Development System (JCIDS) programs to streamline program. (2) Supporting planning, programming, budgeting and execution (PPBE) systems for assigned programs; (3) Communicate with stakeholders to defend or justify portfolios; AND (4) Providing oversight related to acquisition program to include any of the following cost, schedule, performance, or risk.
