This is a senior policy analyst position in the Department of Homeland Security's (DHS) Office of Strategy, Policy, and Plans (PLCY) responsible for managing foreign investment risk issues before the Committee for the Assessment of Foreign Participation in the United States Telecommunications Services Sector (Team Telecom) and Information and Communications Technology and Services supply chain risk management issues (ICTS SCRM). Non-BU: This is a non-bargaining unit position.

Duties

As a Policy Analyst, GS-0301-14, your typical work assignments may include: Ensuring timely production of risk-based analyses, risk-based recommendations, memoranda, and reports by the Team Telecom and ICTS SCRM team and ensuring these products adhere to approved principals of risk analysis and standards for written products suitable for senior leadership, incorporating relevant input from departmental components and interagency stakeholders. In coordination with the Risk Mitigation and Compliance Monitoring (RMCM) team, ensuring development of effective risk mitigation strategies for Team Telecom, the Committee on Foreign Investment in the United States (CFIUS), and ICTS SCRM matters. Supporting the RMCM team on matters relating to compliance monitoring and enforcement of Team Telecom and ICTS SCRM agreements to the extent that such support relates to risk assessment of the underlying case. Developing policies and procedures that ensure the effective and efficient performance of the Team Telecom and ICTS SCRM team, including close coordination of Team Telecom with CFIUS. Participating in the development and documentation of long-and short-range planning efforts, resource projections, priorities, and budget justifications, and making recommendations on planning that can be undertaken within existing resource levels while advising on the impact of efforts that require additional resources. Qualifications

Specialized Experience: You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal government, performing duties such as: Performing national security risk analysis applicable to the assessment of risk arising from foreign investments in the United States; Developing risk mitigation strategies; Developing compliance monitoring strategies; and Supporting policy development and decision making for senior leadership. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
