This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Incumbent serves as a resident inspector on a wide variety of civil works construction sites that are of higher than normal difficulty and complexity and within the geographical boundaries of the Area Office.

Duties

Verify completed construction work is in accordance with plans and specifications and adherence to the terms of the contract for assigned projects. Conduct inspections on construction operations, materials, and/or methods for levee earthwork construction sites ensuring compliance with construction plans and specifications for assigned projects. Inspect all construction phases to verify compliance with contract schedules, specifications, submittal registers, and shop drawings for assigned projects. Conducts field inspections of completed work in order to make recommendations as to accept or reject construction work for assigned projects. Review plans and specifications for new construction projects in order to locate and attempt to correct potential constructability problems in the proposed design on assigned projects. Provide data from daily reports, field observations, and progress schedules of material, equipment and labor that may be used to respond to contractor claims.

General and/or Specialized Experience for GS-4: Six months of general experience (1) in any type of work that demonstrates the applicant's ability to perform the work of the position, or (2) experience that provided a familiarity with reviewing plans and specifications AND six months of specialized experience which includes: assisting in preparing various reports; OR 2) supporting construction sites. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-03). OR Education: Two years of education above the high school level that included at least 12 semester hours in any combination of courses such as drafting, surveying, mathematics, physical science, industrial technology, industrial arts, or technical subjects pertinent to construction; or engineering technician work such as electricity, material testing, or engineering mechanics. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education by 60. Add the two percentages. Specialized Experience for the GS-5: One year of specialized experience equivalent to the GS-04 grade level in the Federal service which includes: 1) assisting in inspecting construction materials and workmanship; OR 2) reviewing and interpreting construction plans and specifications; OR 3) assisting in preparing daily reports documenting quality and testing performed. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04). OR Education: Successful completion of a full 4-year course of study leading to a bachelor's degree (a) with the major study in an appropriate field of engineering, construction, or industrial technology; or (b) that included at least 24 semester hours in any combination of courses such as drafting, surveying, mathematics, physical science, industrial technology, industrial arts, or technical subjects pertinent to construction; or engineering technician work such as electricity, material testing, or engineering mechanics.(Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: Applicants that have less than one year of specialized experience as described above may combine education in order to qualify for this position. Applicants must have at least 2 years of education as described above, which includes at least 12 semester hours of the required coursework above. The combination of education and experience must equal at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of undergraduate education by 30. Add the two percentages. The total percentage must equal at least 100 percent to qualify. Specialized Experience for the GS-6: One year of specialized experience equivalent to the GS-05 grade level in the Federal service which includes: 1) reviewing and interpreting construction plans and specifications for constructability and practicability; AND 2) providing field measurements and computations; AND 3) assisting in reviewing pay estimates or cost estimates for contractor work; AND 4) preparing daily reports documenting quality and testing performed; AND 5) ensuring adherence to safety requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). Specialized Experience for the GS-7: One year of specialized experience equivalent to the GS-06 grade level in the Federal service performing work which includes: 1) reviewing and interpreting construction plans and specifications for constructability and practicability; AND 2) providing field measurements and computations; AND 3) reviewing and computing pay and cost estimates for contractor work; AND 4) conducting inspection of completed work and/or making recommendations as to acceptance or rejection; AND 5) enforcing industry and safety standards. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). Specialized Experience for the GS-8: One year of specialized experience equivalent to the GS-07 grade level in the Federal service performing work which includes: 1) applying a practical knowledge of construction practices and procedures involved in the inspection of materials and workmanship on a variety of construction projects associated with water resource projects such as embankments, concrete and flood control structures, drainage structures, pump stations and river stabilization projects; AND 2) reviewing and computing pay and cost estimates for contractor work; AND 3) conducting inspection of completed work and making recommendations as to acceptance or rejection; AND 4) resolving construction issues which do not require significant departure from plans and specifications; AND 5) enforcing industry and safety standards. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
