This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Positions of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The incumbent will prepare contract change orders and cost estimates, or independently evaluates those prepared by others.

Duties

Review contractor prepared as-built drawings for accuracy and sufficiency. Assure adherence to safety program, checking on work areas, methods of performance, etc. for safe practice. Review contractors' proposal for feasibility. Analyze contractors' proposals and/or user requests for additions, deletions, modifications, or other contract changes. Prepare construction cost estimates. Negotiates differences in scope, direction of change and make recommendations for fair and reasonable settlements. Prepare contract modification and task orders in accordance with published directives. Review contractor?s partial payment estimates for items of work claimed. Conduct site visits to obtain and/or verify contract data. Provide comprehensive management advisory and technical services to investigate the need for contract change orders. Identify technical conflicts, deficiencies, and omissions of contracting documents to ensure efficient execution of the construction project. Prepares correspondence of a technical nature to stakeholders. Prepare documentation of contract modifications and task orders in accordance with organizational policy and directives Prepare and present status briefings to current stakeholders. Draft status reports for delivery to current stakeholders.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent may be required to wear appropriate Personal Protective Equipment (PPE) for construction site visits. PPE may include, hard hat, ear protection, safety glasses, safety boots, fall protection, and/or respirator with protective clothing.
  • Incumbent will be subject to temporary duty travel (TDY) up to 25% of the time.
  • Position requires the use of a motor vehicle so the applicant must possess and maintain a state issued drivers license.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience equivalent to the GS-10 grade level in the Federal service which includes: 1) prepares correspondence of a technical nature to contractors pertaining to administration of contracts, change orders, and transfer of completed construction; 2)inspecting materials and workmanship to ensure quality, safety, and compliance with contractual requirements; 3) reviewing contractor-submitted documents for accuracy and adequacy; 4) providing input to project engineers toward solutions or courses of action required based upon a thorough review of contract specifications, common trade practices, and observations made at project sites; 5) furnishing field information for construction progress and feeder information for other reports, such as quality assurance reports, and 6) ability to work in construction management software to generate contract modifications and change orders, request for proposals, negotiation documentation, and financial updates for the assigned Contracting Officer. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted
