This position is located in the Department of Housing and Urban Development, Government National Mortgage Association Ginnie Mae.

Duties

As a Special Assistant, you will: Serve as Senior Advisor to the Office of Management Operations' Senior Vice President (SVP), responsible for assisting in the implementation and monitoring of issues and programs within Ginnie Mae. Lead organization developmental workgroups. Make authoritative recommendations to the OMO Senior Vice President to reorganize or realign the organization to meet new or changes to existing legislation, goals, and objectives. Plan, initiate, and conduct studies of proposed legislation to determine possible effects on Ginnie Mae policies and programs; evaluate the content of new or modified legislation for projected impact upon Ginnie Mae programs and resources; prepare reports and conclusions; and provide recommendations and guidance on implementation strategies. Provide authoritative interpretations of new or modified legislation, regulations, or other guidance material including Ginnie Mae policies, Executive Orders, etc. Coordinate efforts with program offices in the development of policies and procedures needed to accomplish goals and objectives.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: To be qualified for this position at the GS-14 level, you must have at least one year of specialized experience equivalent to the GS-13 level. Specialized experience for this position is defined as: -Assisting in the oversight of a program's administrative management, including supporting procurement activities, budget formulation and execution, and policy and procedural compliance; AND -Analyzing data, developing technical reports to track progress, and formulating recommendations for presentation to senior management; AND -Working closely with management in coordinating projects, solving problems, and implementing program improvement initiatives. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14 you must have been at the GS-13 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
