Duties

You will provide consultation to our clients with recommendations and plans for the existing assets or land. You will be proficient in information technology such as Geospatial Information Systems (GIS), eProjects, Electronic Project Generator (EPG), and Internet Navy Facilities Assets Data Store (iNFADS), to formulate a facilities requirement plan. You will conduct technical reviews of facilities planning products (i.e., Basic Facilities Requirements [BFRs], Facilities Support Requirements [FSRs]) to determine if objectives are met. You will implement planning criteria when managing projects (e.g. Master Plans, Special Planning Studies, Basic Facilities Requirements, Facility Planning Documents, or similar components) to meet requirements. You will interpret community planning or real estate guidelines (e.g., laws, regulations, and policies) to solve specific problems in facilities planning.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Displaying expertise in various Planning Products & Services, Planning Criteria, and Planning Systems; 2) Shall have experience in planning concepts & principles, analytics, and project development initiatives; 3) Providing advisory or review services on specific problems, projects, programs, and/or functions related to engineering, architecture, and/or community planning; 4) Developing facility plans and objectives including criteria, procedures, and instructions; 5) Analyzing the impacts (i.e., benefits and liabilities) of facility projects; and 6) Serving as a technical representative on architectural and community planning projects. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:

0020 (Community Planner) series - Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. OR Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.

0808 (Architecture) series - You must possess a bachelor's or higher degree from an accredited college or university in architecture or a related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. OR have a combination of college-level education, training, and/or technical experience that furnished a thorough knowledge of the arts and sciences underlying professional architecture, and a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background is demonstrated by at least one of the following: 1) Related Curriculum: Degree from an accredited college or university in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in response A; 2) Experience: An applicant lacking a degree in architecture must have had one year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture.
