Duties

You will develop plans of accomplishment, resource requirements and schedules. You will lead planning teams to develop plans and studies that may be short or long term, involve one of more installations or regions, and may result in capital improvement plans/development programs to support investment prioritization. You will serve as the Command's authority for strategic planning technical support, direction, and expertise. You will champion the development of new analytical tools and procedures and ensure the Command is represented in external forums.

Requirements

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

In addition to the basic requirements of this position, your resume must demonstrate at least one year of specialized experience equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Serving as a subject matter expert on facility planning issues, products, and services for a command; 2) Formulating development plans and recommending if resources should be adjusted or reallocated among programs, functions, or organizational units; 3) Identifying workload forecasting/workforce shaping to support product and service delivery; and 4) Speaking/making presentations as a representative of the Commanding Officer in discussions with local/state/federal officials and public entities regarding community management plans. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Degree: Community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.
Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.
Or
Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
