This position serves as Program Specialist for the Mental Health Service Line (MHSL) and will be assigned to assist service line in monitoring. Performs administrative duties in all functional areas including Patient Advocacy and Extraview tracking, Bookability data monitoring, monitoring Clinic Grid Changes, monitoring productivity and clinic utilization and represent MHSL on Access calls to ensure proper patient flow, customer satisfaction and adherence to established VA regulations.
Duties
The incumbent provides Program Oversight by analyzing and evaluating, on a quantitative or qualitative basis, the effectiveness of MHSL, such as scheduling, eligibility, clinic project management and clinic front office operations in meeting established goals and objectives. The incumbent analyzes and integrates established program requirements with the staff, keeping them informed of VHA Directives regarding scheduling by holding monthly support staff educational meetings, on-site computer scheduling trainings, and/or in-services. Additionally, he/she is considered the MHSL expert on regulations, directives, and policies in terms of scheduling, MISSION Act, bookability, secure messaging, productivity, and clinic utilization. Coordinates all special projects for the support staff. Establishes operating procedures for audits, inspections, and management controls. Duties not limited to:
Develops procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems and operating programs: and the accomplishment, evaluation, and/or monitoring of audits, inspections, or management or internal control reviews. Resolves audit/inspection activities for MHSL and assists in the preparation for visits from accrediting bodies.
He/she is responsible for developing and producing a variety of daily, weekly, monthly, or annual analytical reports associated with MHSL programs. Generally, the reports will include customer service reports, provider clinic profiles, clinic workload and productivity, waiting times, clinic access/utilization reviews and quality improvement measures.
He/she administers internal review, quality, and productivity initiatives for the section. Establishes unique or complex quality and productivity programs.
He/she is the MHSL representative to Education regarding training (TMS, conferences etc.).
He/she is responsible for operating within the authorized section's budget Assembles and complies budget information and maintains running account of funds allocated and expanded in all sub-accounts and makes interim adjustments where necessary by applying the basic knowledge and understanding of budgetary policies, procedures, and regulations.
The incumbent is authorized to be the approving official for orders for supplies, services, and equipment.
Work Schedule: Monday - Friday; 8:00am -4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/11/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyzing and researching problems issues or program requirements for the Service, gathering data and analyzing budget needs for the service. Planning and maintaining a system of internal controls which assured that the financial management was maintained in accordance with accepted accounting practices.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree. OR, 3 full years of progressively higher level graduate education leading to such a degree OR, LL.M., if related. (Transcript Required)
