You will serve as a SECURITY SPECIALIST in the Directorate of Adminstration, Operations Management Department of US NMRTC GUAM.

Duties

You will be responsible for directing and managing programs in support of Personnel Security (PERSEC), Operations Security (OPSEC), and Information Security (INFOSEC) Program requirements of USNH Guam and Branch Health Clinics (BHCs). You will primarily be concerned with the formulation and application of security policy, procedures, and systems and security eligibility requirements of staff for entry and retention in sensitive and non-sensitive positions. You will review, evaluate, and adjudicate reports of investigations, personnel files, and other records to determine whether to grant, deny, revoke, suspend, or restrict security clearances consistent with national security. You will establish, administer, plan, coordinate, and enforce protective measures in the initiation of appropriate investigations as required for all Top Secret, Secret, and Confidential level clearances. You will establish criteria and procedures in determining Public Trust suitability for contractor and civilian employees. You will evaluate and comply with procedures for responding to security incidents, transmitting classified documents and handling/accountability of highly sensitive information.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final Top Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. You will be required to sign a DD-Form-2760, Qualification to possess firearms or ammunition.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • The incumbent must be immunized on an annual basis against influenza.
  • This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC).

Qualifications

GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: developing, implementing, and managing programs in support of Personnel Security (PERSEC), Operations Security (OPSEC), and Information Security (INFOSEC) Program requirements. GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: assisting with programs in support of Personnel Security (PERSEC), Operations Security (OPSEC), and Information Security (INFOSEC) Program requirements. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related
