This position is located in the Department of Health and Human Services, Administration for Children and Families, Administration for Native Americans (ANA), located in Washington DC, District of Columbia. Additional selections may be made across the Department of Health and Human Services through this vacancy announcement.

Duties

Serves as a principal resource to and liaison with Native American communities and organizations within a broad geographical area. Responsibilities include assuring that maximum assistance is provided to those organizations in planning, administering, and improving their programs and managing their funds to promote the goal of economic and social self-sufficiency. Studies diverse social, economic, health, and other issues of Native American communities and organizations to develop subject matter expertise, identifying resources from other Federal and non-Federal programs and determines need for coordination of efforts. Reviews grant applications and work plans received from Native American groups or organizations within assigned area of responsibility to ensure compliance with established policies, regulations, funding announcements and procedures. Prepares written materials and oral presentations to provide expert advice and counsel to the Division Director, Commissioner, and other higher officials on issues related to addressing Native American needs and problems in one or several of these social policy and community development areas.

Qualifications

**Native Americans of Federally- recognized tribes may be considered for Indian Preference.** You must submit a signed form BIA-4432 for verification and be found suitable for Federal employment. Commissioned Officer applicants who wish to receive Indian preference must also submit form BIA-4432. Applicants must demonstrate that they meet the Basic AND Specialized Experience requirements as noted below. Basic Requirement: You must meet one of the items listed below (A, B, or C): A. Possess a degree in behavioral or social science; or related disciplines appropriate to the position. (Must provide transcripts) B. Possess a combination of education and experience -- that provided you with the knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. (Must provide transcript) C. Possess four years of appropriate experience that demonstrates acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Specialized Experience: GS-13: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service that (obtain in either the public or private sectors) performing (3) of the (4) duties listed below: Applying knowledge of Native American Programs Act and grants management laws, regulations, current events and/or trends in Native American affairs; Reviewing and/or making recommendations to legislative proposals, policy, and/or programs to address Native American needs and problems; Proficiently in serving substantive areas related to Native American populations and communities including housing, Native languages, education, employment, environment, health, social services, and/or economic development; and/or Reviewing grant applications from Native American organizations and/or groups and providing recommendations regarding grant changes or additional submissions.
