This position is located in the Department of Homeland Security, U.S. Coast Guard, Vice (CG-09), Deputy Comdt for Operations (CG-DCO), National Maritime Center, in Miami, FL.
Duties
As a Mariner Training Compliance Specialist, you will be responsible for conducting field level Course Oversight Auditor (COA) activities. The incumbent inspects mariner training facilities and processes- including alternate sites, audits courses, curricula, instructor performance and mariner training completion certificates to ensure mariner training provider (MTP) compliance, advises the Compliance team leadership of the efficacy of the field course oversight program, as well as, validity of courses, course delivery, compliance, assessments, and outcomes in accordance with current regulations and international conventions. Qualifications
At the GS-11 level: Applicants must have one year of specialized experience equivalent to at least the GS09 grade level in the federal service.
Specialized experience is the experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of the position and is typically in or related to this line of work. Examples of specialized experience include: Proficient in the use Microsoft Word, Excel, Access and Teams, and can provide relevant examples which show cause and effect within the resume. Application of ISO auditing principles and standards, the risks involved with auditing, and the value to the public derived from regular auditing. Ability to professionally prepare correspondence and technical material relating to the audit program. Ability to analyze and interpret guidance documents and provide instruction in their application to auditors, auditee’s and other personnel. Documented audit experience, within the last 5 years that is supported by documented audit findings, issuance of non-conformities and resolutions.
at least one of the following if using education to qualify at this grade level:(A) a Ph.D. or equivalent doctoral degreeOR(B) 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if relatedOR(C) A combination of specialized experience equivalent to the CG-09 level in or related to the work of this position AND education graduate level education that provides the specific knowledge, skills and abilities to successfully perform the duties of this position and experience. Experience and education combination are computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the total of qualifying education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify at that grade level.
