This position is located in the Washington, DC Commuting Area in the Bureau for Global Health (GH), the Office of HIV/AIDS (GH/OHA), Strategic Information, Evaluation and Informatics Division (SIEI), Health Informatics Branch, at the U.S. Agency for International Development (USAID).
Duties
Provide technical and strategic advice in subject matters relevant to global digital health and information systems, such as architecture, governance, privacy and security, data management, strategy, and interoperability standards.
Develop capacity across the Health Informatics team, OHA, and Missions in the areas of systems design, digital health strategy, IT Project Management, interoperability standards, governance, privacy and security, etc.
Lead, conduct, or participate in management studies and reviews of information technology investments; participates in the design of digital health awards as necessary.
Supervise Health Informatics Branch members in the execution of duties for the development of central systems, country support, or other critical workstreams; oversees and adjudicates staff performance.
Liaise with Informatics leadership across the PEPFAR interagency, multilateral organizations, open-source development communities, and other sector-specific networks and communities to promote USAID and PEPFAR priorities.
Communicate effectively (verbally and in writing) about health information systems and digital health to a wide range of audiences, including those who have limited experience or understanding of software development.
Requirements

- Must be able to obtain and maintain a Secret clearance.
- Males born after 12/31/1959, must be registered with the Selective Service.
- You may be required to serve a one-year probationary period.
- You may be required to serve a one-year supervisory probationary period.

Qualifications
Basic Requirements:
Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
Specialized Experience:
GS-14: In addition to the Education requirement and Selective Placement Factor, you MUST have one year of specialized experience is required that is equivalent in difficulty and responsibility to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include: a) supporting technical/program teams at HQ and country level on digital health, health analytics platforms, health or social welfare information systems for international HIV/AIDS and global health programs; AND (b) providing technical guidance for health information system improvement, data management, and digital health for international HIV/AIDS and global health programs; AND (c) contributing to creating policies, strategies, and plans for international HIV/AIDS and global health programs in health information systems, digital health, and data management..
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.
