THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a TRAFFIC MANAGEMENT SPECIALIST, Position Description Number T5260000 and is part of the CO USPFO, National Guard.
The purpose of the position is to manage and direct the daily Commercial Traffic Management Program for freight, equipment, personal property and passenger movements.
Duties
Functions as the Installation Transportation Agent appointed by the USP&FO in each State. Provides advisory services to the USPFO and top management staff officials of the ARNG, DA and other outside agencies on all matters relating to NG traffic management functions, including program requirements, capabilities, policies and procedures. Establishes direct communication with Federal and State Departments of Transportations for the movement of Army equipment via commercial carriers. Negotiates with commercial common carriers for the purpose of meeting mission requirements and to ensure the efficient and effective use of resources. Plans and schedules work in a manner that promotes a smooth flow and even distribution. Performs other duties as assigned.
Requirements
- Must be a current T5 Federal Employee with the CO-USPFO.
- Work may require access to classified information. Must be able to obtain and maintain the appropriate security clearance.

Must have experience in each of the following:
1. Experience working with or knowledge planning and accomplishing a variety of complex work assignments and/or identify problems and be able to analyze and resolve transportation issues or problems.
2. Experience working with or knowledge of the capability and limitations of various modes of transportation to include rail, highway, air, and sea.
3. Experience planning and directing the installation operations for the movement of vehicles, equipment, conventional ammunition, and materials via most feasible method available (air, rail, truck or vessel/barge).
4. Knowledge of all traffic management regulations to include freight, passenger and other service (Navy and Air Force) regulations as well as the applicable Code of Federal Regulations.
5. Experience working with or knowledge of various travel entitlements, policies, and procedures pertaining to personnel moves (Group moves, PCS and movement of household goods).
6. Experience working with or knowledge of executing travel arrangements via all modes of Government and commercial transportation to destinations worldwide.
Education
Education cannot be substituted for Specialized Experience for this position.
